Mission and objectives
Context
Robust data and knowledge management, strengthened through innovation and digital tools, are critical enablers of UNICEF’s work in Viet Nam to deliver results for children. High-quality, disaggregated, and timely data allow UNICEF and partners to identify disparities, target the most vulnerable children, and design evidence-based programmes at both national and subnational levels. Effective knowledge management systems help transform data into actionable insights, support learning across sectors and provinces, and enable the replication and scaling up of proven solutions. At the same time, digital platforms and innovative tools enhance programme monitoring, support real-time decision-making, and strengthen strategic communications, visibility, and advocacy by translating evidence into compelling narratives that engage government, communities, donors, and the public. Together, data, knowledge, and digital innovation underpin UNICEF’s ability to achieve sustainable, equitable, and scalable impact for all children in Viet Nam.
Strong resource mobilization (RM) and strategic partnerships with the public sector are essential for UNICEF Viet Nam to deliver scaled, sustainable results for children. In a middle-income, decentralized context, partnerships with central ministries, provincial governments, and public institutions are not only critical sources of funding, but also powerful platforms for influence, policy change, and systems strengthening. By aligning UNICEF’s technical expertise with government leadership, public financing mechanisms, and national programmes, RM efforts can leverage both income and influence to expand proven child-focused interventions nationwide. Strengthening these partnerships requires more integrated approaches—combining financing, evidence, innovation, and advocacy—to embed successful pilots into public systems, drive budget allocations for children, and scale impact equitably across provinces. Through strategic public sector engagement, UNICEF can maximize its convening power, amplify results, and ensure long-term national ownership for children’s outcomes in Viet Nam.
Task description
Data and knowledge management:
• Contribute to data collection and analysis focused on project outcomes and impact, proactively gathering primary and secondary data to feed into reporting cycles.
• Develop internal evidence library, consolidating case studies, evaluations, monitoring reports, and quotes to draw on during reporting and proposal processes.
• Support the creation and consolidation of knowledge platforms, products, infographics, and communication materials.
• Assist in documenting/developing briefing notes results, lessons learned, and promising practices from UNICEF programmes/initiatives.
Public partnership:
• Conduct analysis of public partnerships trend and support mapping of key public sector opportunities.
• Develop and maintain briefing notes and partner profiles, for use in senior management engagement with embassies; update briefing notes as required in advance of specific engagements.
• Conduct regular in-person check-ins with sector teams to collect updates on ongoing and planned proposals.
• Compile and validate pipeline based on these check-ins.
• Support preparation of monthly pipeline summaries for internal visibility.
• Contribute to fundraising proposals, donors reports, visibility materials, data collection, analysis, and new Country Programme 2027-2031.
