Country management unit context

The AWFC1 country management unit (CMU), covers 5 countries (Cabo Verde, The Gambia, Guinea Bissau, Mauritania and Senegal) and delivers Advisory Services and Analytics (ASA) and lending services to these countries.

Roles and accountabilities

The Public Sector Specialist will be under the supervision of the Governance Practice Manager for the Unit in charge of Africa Francophone group countries, EAWG1 (Cabo Verde, Gambia, Guinea Bissau, Mauritania, Senegal, Chad, Guinea Conakry, Mali, Niger, Benin, Burkina Faso, Cote d’Ivoire, and Togo). The Public Sector Specialist will focus on the programs in Mauritania and Senegal where he/she will provide support to the Governance program in these countries.
He/she will be expected to:

Contribute to the preparation and supervision of public sector governance operations and analytics and ensure effective and timely delivery of programs;
Actively engage in dialogue and build working relationships with key government counterparts and development partners; and
Contribute to business development.

He/she will specifically work on providing support to:

 

Senegal

  • Contribute to formulation and support implementation of second generation of Public Financial Management (PFM) reforms across a range of analytical and potential operational instruments, including Development Policy Financing (DPF).
  • Contribute to implementation of Bank-Executed Trust Fund (BETF) supporting Tax and Customs Administration reforms.

Represent the World Bank in the Donor Coordination PFM Working Group.

 

Mauritania

  • Contribute to analytical and technical assistance activities to support a progressive transition towards use of country systems, including in the the areas of:

       (i) investment appraisal and project selection;

       (ii) program-based budgeting; and

       (iii) PMU/PIU rationalization.

  • Contribute to implementation of Bank-Executed Trust Fund (BETF) supporting Tax and Customs Administration reforms.
  • Contribute to the preparation and support implementation of a Program for Results supporting progressive transition towards use of country systems.

 

 

Selection Criteria

The successful candidate will be a professional with thematic experience on public sector and GovTech, and good knowledge of Western Africa. Specifically, the candidate will be selected on the basis of the following competencies:

  • MA/MS degree in economics, political economy, or public administration.
  • Minimum 5 years of relevant professional experience with a strong record on policy advisory services to government and overall public financial management.
  • In-depth technical and sectoral expertise in the areas of civil service, good governance, domestic resource mobilization, transparency and accountability, fiscal management/economic governance, and political economy.
  • Proven track record in project and program design, management, and implementation in public sector reforms in particular on ongoing public sector reforms in Senegal.
  • Strong team player and proactive team member with a clear ability to work effectively with others in a multicultural environment, but equally able to work autonomously.
    Able to take initiative.

 

Fluent in English and French (written, read, and spoken).
