PUGET SOUND AND COASTAL TROLL FISHERIES QUICK REPORTER
DATA CONSULTANT 1

Fish Program – Puget Sound Salmon Management Section
Olympia, Washington – Thurston County

Anticipated Appointment Length: Six (6) months

Within the Puget Sound Salmon Management division, this position functions under general direction as the lead for commercial fisheries studies field data collection from commercial fishers, dealers and buyers and maintains related databases, produces data reports, including responding to current and historical data requests from agency Biologists upon request. 

Duties:

Some of what you will enjoy doing: 

Data Entry:

  • Receive, analyze, input, and maintain Puget Sound and Coastal Troll Quick Reported non-treaty and treaty commercial salmon and Halibut catch data.

Editing and Quality Assurance (QA) and Quality Control (QC):

  • Responsible for researching and analyzing received commercial salmon harvest data from commercial buyers for accuracy and completeness to derive commercial catch data used in writing daily/weekly catch estimate reports.
  • Responsible for QA/QC of Quick Reported data from commercial buyers for generated reports for fishery management: perform comparison checks of quick reported data with catch estimate surveys and mailed fish ticket information, which results in a commercial salmon harvest database that is current, complete, and error free.
  • Responsible for analyzing the annual commercial catch data for accuracy for the data to be used in writing annual reports of species catch by commercial salmon management and catch reporting areas.
  • Responsible for staying up to date and analyze the commercial regulations (WAC’s) to effectively monitor the compliance of commercial salmon fishers and dealers.

IT Analysis and Consultation:

  • Beta test data collection platforms and databases, provide edits and suggestions to IT staff to implement new interface for the commercial database to transfer from the Access platform to a web-based platform in the Web-App Portal.

Database Management:

  • Maintain Access and Web Portal Commercial Coastal Troll and Puget Sound Quick Report Soft Data databases for the acquisition, storage, and retrieval of data.
  • On a weekly basis, use these platforms to generate reports for commercial fishery biologists and managers.
  • Assist IT and unit Data Mangers with developing and designing new databases as well as improving and troubleshooting existing databases on web-based and Microsoft Access platforms or others as needed.
  • Assist in routine assessment of Quick Report and Fish Ticket databases efficiency and efficacy and communicate and coordinate needs and updates to IT Staff or unit biologists as needed.
  • Assist with device acquisition, inventory and management within the commercial management unit as needed.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Mainly office setting. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time. Occasional fieldwork.      
    • Hazards:  Chemicals, on-board tripping hazards, inclement weather, sharp tools, lifting and carrying (50 lb. max), boat-to-boat transfers, repetitive movements of hands, long periods of sitting/standing, fish blood and slime, occasional hostility from constituents.
    • Must be able to negotiate water in emergency situations.
  • Schedule:
    • 40 hours per week, 8 hours per day, usually Monday through Friday.  Fieldwork may involve overtime and/or weekend hours.
  • Travel Requirements:
    • Minimal travel required.
  • Customer Interactions:
    • Ongoing interactions with commercial fish buyers, commercial fishers, the public and representatives from other agencies.

Qualifications:

REQUIRED QUALIFICATIONS:

A bachelor’s degree, including college-level course work in statistics and/or mathematics.

OR

One (1) year of work experience in statistics, analysis, or research.

OR

Equivalent education/experience.

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Proficient in Microsoft Access, Excel, and Word.
  • Basic understanding or knowledge of the basic principles of scientific inquiry, Puget Sound fish and their life history in marine and riverine habitats, field sampling or biological sampling techniques, and commercial fisheries.
  • Basic understanding of databases and IT systems for the acquisition, storage, and retrieval of data.
