PVE Consultant

1. Introduction

The Ashor Foundation is seeking a qualified PVE Consultant to develop selection criteria for youth and women in Ninevah. This consultancy aims to enhance the effectiveness of PVE programs by ensuring the appropriate selection of participants who can benefit the most from these initiatives.

2. Objectives

• Develop comprehensive selection criteria for youth and women in Ninevah.
• Ensure the criteria are tailored to the specific contexts and needs of the community.
• Provide recommendations for implementing the selection criteria in ongoing and future PVE programs.

3. Scope of Work

• Conduct a thorough needs assessment to understand the specific challenges and opportunities related to youth and women’s involvement in PVE programs in Ninevah.
• Develop clear, objective, and contextually relevant selection criteria.
• Validate the criteria through consultations with key stakeholders, including community leaders, local organizations, and potential beneficiaries.
• Prepare a detailed report outlining the selection criteria, the methodology used for development, and recommendations for implementation.

4. Deliverables

• Inception Report: Outlining the approach, methodology, and timeline within 2 days of contract start.
• Draft Selection Criteria: Comprehensive criteria for youth and women, including the rationale and validation process within 6 days.
• Consultation Meetings: Summary of feedback from consultations with stakeholders within 8 days.
• Final Report: Detailed report with the finalized selection criteria and implementation recommendations within 10 days.

5. Methodology

• Utilize a mix of qualitative and quantitative research methods to gather relevant data.
• Engage with community stakeholders through interviews, focus groups, and surveys.
• Ensure the criteria are inclusive, non-discriminatory, and culturally sensitive.
• Validate the criteria through iterative consultations and feedback loops.

6. Agreement Details

• The consultant will work both remotely and in the field in Ninevah.
• Regular updates and feedback sessions with the Ashor Foundation are required.
• All deliverables must be submitted in English and Arabic.

7. Eligibility and Qualification Requirements

• Extensive experience in developing selection criteria or similar frameworks, preferably in PVE or related fields.
• Proven track record in working with youth and women in conflict or post-conflict settings.
• Strong analytical and research skills.
• Excellent communication skills, with proficiency in both Arabic and English.
• Minimum of 5 years of relevant professional experience.

8. Preparation

• Thorough preparation and review of existing literature and best practices related to PVE and selection criteria development.
• Coordination with the Ashor Foundation to align the consultancy with organizational goals and community needs.
• Arrangement of necessary resources and materials for fieldwork in Ninevah.

9. Reporting

• The consultant will report to the PVE Program Manager at the Ashor Foundation.
• All reports and deliverables must be submitted in a timely manner as per the agreed schedule.

10. Payment Terms

• Payments will be made in three installments: 30% upon submission of the Inception Report, 40% upon submission of the Draft Selection Criteria, and 30% upon approval of the Final Report.

Eligibility and Qualification Requirements
The major criteria to evaluate the institutes/individuals competing for the assignment will include the
following;
• Good reputation in delivering capacity building.
• Experienced trainers holding certifications as business development and management,
• Experienced organization management and policies
• Experienced in project cycle management
• Presence in the area of operations or willing to move easily to area of operation for the period of
assignment.

The consultant should have
• History or general experience of the general management level in the field of the assignment
• Over 5 years of delivering similar assignment
• Education background
• Appreciation of the assignment and terms of reference
• Certified management studies

• Methodology to be used to execute the task
• Willing to work with multi-cultural context
• Fluent Arabic and English
