Department Summary The Center for Human Identification (CHI) is an accredited forensic laboratory on the campus of The University of North Texas Health Science Center at Fort Worth. With funding from the State of Texas and various Federal Government agencies, CHI supports forensic DNA testing, anthropological examinations, local CODIS operations, training, and various research and development initiatives. CHI also manages the Texas Missing Persons DNA Database.
Position Overview The Quality Director will plan, supervise, and coordinate all quality assurance, qualitycontrol, and accreditation programs and practices of CHI. The Quality Director directs thesystemic actions necessary to demonstrate a product or service meets the specified qualityrequirements set forth by the ISO/IEC 17025 Standards and the National Quality AssuranceStandards for Databasing and Forensic DNA Testing Laboratories. The Quality Directorhas the authority to suspend laboratory operations in the event of technical or non-technicalproblems, or upon the discovery of non-conformity to the quality standards adopted by thelaboratory, and has the responsibility for authorizing work resumption once problems have been resolved.

Minimum Qualifications Minimum of a bachelor’s degree in a related field, and seven (7) years’ casework experience in an accredited forensic laboratory with a formal quality management system in an operational, supervisory, or administrative capacity.
Knowledge, Skills and Abilities
  • Thorough knowledge of principles, techniques and procedures within a forensic 
  • laboratory.  Proven knowledge of ISO and accreditation standards for forensic laboratories.
  • Proven knowledge in laboratory quality systems, document control, and 
  • conducting audits on an expert level.
  • Experienced as a manager with direct reports.
  • Knowledge of proper safety protocols for handling hazardous chemicals.
  • Skilled in the use of laboratory equipment manuals.
  • Working knowledge of law enforcement and medicolegal systems.
  • Understanding of principles and procedures used to offer expert testimony in court.
  • Interpret and apply relevant federal, state, and local policies, laws and regulations.
  • Demonstrated skill in oral and written communications.
  • High integrity, with a strong work ethic.
  • Attention to detail
  • Licensing in a forensic science discipline or quality-related field is strongly preferred.
Preferred Qualifications Master’s degree in a related field; FBI QAS Auditor and ISO 17025 Auditor training.

Job Duties

o Establish, implement and maintain a quality management system, appropriate to the scope
of the laboratory’s activities, to ensure the competence, impartiality and consistency of
laboratory operations.
o Review, document, and revise policies, systems, programs, procedures, and training to the extent necessary to assure the quality of the test and/or calibration results as needed to meet laboratory goals.
o Establish and supervise a program for the maintenance and calibration of all laboratory equipment.
o Establish and maintain an internal/external proficiency testing program to monitor performance and identify areas for improvement.

  • Consults with Laboratory Director and Technical Leaders regarding requirements for continued qualification of examiners; provides guidance and recommendations to laboratory employees; and reviews and approves changes in laboratory procedures.
o Supervise and ensure that staff are compliant with quality control measures.

  • Prepares and submits reports to accrediting authority; and administers and monitors proficiency tests.
  • Review of published proficiency results for each participant.
  • Monitor and maintain continuing education records, competency records, proficiency records, state licensing records, training records and testimony evaluations for staff.
o Performs internal audit of laboratory operations. Identifies, investigates and prepares non-conformance documentation, as required.
o Review and monitor all corrective and preventive action records, satisfaction surveys, and complaints /grievances.
o Monitor and maintain inventory of necessary reagents and supplies. Ensure that quality control measures are performed on critical reagents prior to use.

  • Maintain documentation pertinent to receipt, preparation, and testing of all reagents.
o Assist in the writing of funding proposals and semiannual progress reports.

  • Ensure accurate and timely operational reports for the assigned programs are prepared and disseminated as needed.
o Manage staff in the Quality section/unit, including supervising work assignments, hiring and job performance.
o Coordinate and monitor the expenditures and/budget requests related to the Quality section/unit with the Director, Financial Operations.
o Testifies as an expert witness to explain laboratory policies, procedures, and accreditation requirements, as needed, including corrective actions and other investigative/root cause analysis processes.
o Work in collaboration with Casework Lab Director, Director of Legal Forensics & Training and DCP working group on all disclosure compliance issues and policies.
o Serve as Safety Coordinator for the department, in cooperation with Director, Investigative Support.
