Job Summary:

The Quality Improvement (QI) Coordinator will work under the supervision of the QI Manager. S/he will be responsible for the overall implementation of EQHA II’s Objective 3 workplan plan with the technical support and guidance from QI Manager, including taking the lead and oversee the QI work activities in the EQHA II target provinces, monitoring, coaching, budgeting, coordinating, collaborating, and communicating with government agencies and all stakeholders (both public and private sector) at sub-national level. S/he will support particularly the hospitals to achievement the hospital wide QI/patient safety (PS) plan by working closely and collaboratively with provincial and district NQEM 2’s assessors, stakeholders, and providers to ensure the hospital wide QI/PS plan is created and smoothly implemented. S/he will work collaboratively with objective 1 and objective 2 of the EQHA II project to ensures successful implementation of the provincial and district level QI Technical Assistance (TA) approach at public and private healthcare facilities. S/he will work closely with EQHA II’s Monitoring Evaluation Research and Learning (MERL) team, relevant EQHA II sub-awardees (Kawsang, Data Elevates), and NQEM 2’s assessors/coaches to support health facilities at the sub-national level in data management, data analysis and visualization. This position is based in Battambang or Kampong Thom province.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Technical Activities:

  • Apply creative shared learning approaches to engage public and private providers​ in QI TA approach implementation over the course of program.
  • With guidance from QI manager and relevant technical team, ensure consistent practice of QI implementation principles across target provinces.
  • Prepare training materials and equipment needed for the training/coaching visits addressing the need to improve healthcare processes and outcomes especially within hospital NQEM 2 scores.
  • Support QI manager and PHD assessors to prioritize gaps found by self-assessment of NQEM-2 in public hospitals and Health centers and develop the plan for quality improvement/change.
  • Together with coaches/assessors of PHD and/or OD QI team, conduct regular coaching visits and mentor the team of public and private providers to improve quality of services through the development of hospital-wide QI plan and implementation.
  • Assess the performance/functionality of the QI team of the public hospital in relation to QI effort.
  • Support QI manager in continuing to build the capacity of QI coaches who will continue the support t​o​ ​private and public providers to implement change ideas in the areas of MCH, TB, HIV/AIDS, and FP through the Model for Improvement approach (including Plan-Do-Study-Act (PDSA) cycle for testing and implementing changes).
  • Support EQHA II activities at provincial and district level to roll out key activities such as the QI e-learning, minimum licensing standards, and accreditation process.
  • Facilitate exchange visits and learning session event on QI TA approach implementation among and/or between public and private health facilities.
  • Together with coaches/assessors of PHD and/or OD QI team to ensure the functioning of the Patient Satisfaction Feedback system at hospitals and to QI manager to gather the learnings on system for the Department of Hospital Services.
  • Work with the team of public and private providers to validate the data and analyze QI measures using run charts.
  • Work with M&E officer in data management and quality check and enforce and build capacity subnational health system in data utilization for QI performance measurement.
  • Contribute to documentation and communication of successes and lessons from public and private health sector learned to QI Manager, QI/HSS Team Lead and EQHA II SMT.
  • Integrate patients’ voices in QI collaborative and effort and patients/indigenous populations are engaged in relevant EQHA II activities by implementing patient feedback system and working closely with sub-awardee (KHANA).
  • Participate in technical and clinical meetings and events at the sub-national level (provincial and district levels)
  • Help teams of public and private providers to prepare presentation of their results (storyboards or PowerPoint presentations) for sharing at particular events such as learning sessions, exchange visit and other relevant forums.

Project Monitoring, Evaluation, Reporting, and Learning:

  • Contribute to the development of and update annual, quarterly work plans and reports, and knowledge products including functional dashboard to ensure the EQHA II’s Objective 3 activities are implemented successfully as planned.
  • Support QI Officer and M&E Officer in collecting project indicators data and improving data validation, data analysis, data accessibility, data utilization, and QI dashboard.
  • Ensure output and deliverables data are uploaded to data systems.
  • Work closely with MERL team at national and subnational level to collect and monitor donor and performance indicators.
  • Contribute to technical content of the progress reports.
  • Contribute to achieving and producing technical deliverables (e.g., reports, presentations,
    manuscripts).
  • Gathers and aggregates data to provide a summary / high level overview as needed.

Staff management:

  • Conduct annual performance appraisals, identifying and recognizing positive performance and areas for improvement of team members.
  • Manage direct report, review work plans, manage performance, and provide induction, training, coaching, mentoring, and counseling to ensure staff is motivated and have the necessary skills and capacity.
  • Provides informal feedback on an ongoing basis and formal feedback in the annual performance evaluation process to identify and develop talent.
  • Build a positive collaborative team culture.
  • Inform timely and proactively QI Manager, QI/HSS Team Lead or EQHA II SMT about human resource issues.

QUALIFICATION:

  • Cambodian National
  • Must hold at least a degree in Nursing, Midwifery, or be a Medical Doctor. A master’s degree in any health-related field is a plus. Certificates in Quality improvement course, hospital accreditation standards (preferrable)

EDUCATION/EXPERIENCE:

  • At least 4 years work experience in a job which required project management and coordination responsibilities.
  • Experience working with MoH in some capacity with positive relationships, either at national or provincial level.
  • Understanding the H-EQIP II/National Quality Enhancing Monitoring program is an asset.
  • Experience working with private healthcare sector is an asset.
  • Program management skills –planning, monitoring, work plan development and management, budget management using excel.
  • Capacity building, offering feedback, coaching, and mentoring skills.
  • Facilitation and presentation skills, good coordination and interpersonal communication skills.
  • Able to understand and monitor project indicators.
  • Highly organized, comfortable working on multiple simultaneous projects and government agencies (national and sub-national); ability to complete reports for on time submission and always meeting deadlines. Ability to bring concerns or adjustments needed to supervisor or SMT.
  • A desire to learn new skills.
  • Respectful and caring for the others.
  • Enthusiasm, open-minded, out of the box thinking, and a desire to make a positive impact as a team player.
  • Highly self-motivated, solution- and results-oriented personalities.
