QY-12: Technical Officer (Training and Human-Machine-Interface)

JOB DESCRIPTION

The incumbent is responsible to the Programme Manager, through the Principal Officer, for providing technical
and operational support to all NGRC acquisition activities during the Concept Stage and beyond. The incumbent
is responsible for defining, preparing and managing the following activities as part of Integrated Logistics
Support (ILS): Training and Human-Machine-Interface and associated design influence. More precisely, the
incumbent is responsible for performing the following functions:

RESPONSIBILITIES
General Responsibilities
 Managing and performing the acquisition activities related to the allocated technical or operational
perimeter of the post.
 Identifying, assessing, and applying the relevant regulations, norms, standards and guidance applicable to
the allocated technical and operational perimeter.
 Maintaining good collaboration with all areas of the NGRC Programme Office team to ensure efficient
coordination of activities, in particular with the technical section for transversal and interfaced topics.
 Performing project management functions for designated projects, including schedule, resource, risks,
quality, and performance planning aspects, as well as administrative coordination and technical direction of
the project activities.
 Participating in meetings, conferences and technical or expert Working Groups (WGs) as required. Acting
as chair or secretary of any such meetings or working groups as required by the NGRC Principal Officer.
 Performing Travel on Duty (TDY) in accordance with the applicable NATO Civilian Personnel Regulations
and participating in meetings and conferences as required.
 Contributing to development of the NSPA acquisition pillar through establishing best practices and sharing
knowledge and experience.
 Performing other related functions as required in peacetime and any other appropriate functions assigned
in times of crisis or war.
 In the event of crisis or war the incumbent will subject to the agreement of their national authorities, remain
in the service of the Agency.

Specific Responsibilities
 Providing technical expertise for all aspects of the NGRC Programme and acquisition activities, according
to the defined ILS perimeter.
 Contributing to the identification and specification of the technical training needs
 Contributing to the elaboration of the ILS plan and NGRC support strategy by integrating the relevant
training elements.
 Establishing the relevant requirements and support specifications based on performance and results
achievement, including validation, verification means and metrics.

Developing or contributing to the relevant contractual activities (Statement of Work, Request for Proposal,
bids evaluation, technical negotiation, Contractor performance monitoring, and assessment of deliverables,
interface and coordination with Participating Nations).
 Evaluating and quantifying the outcomes of NGRC Concept Studies to support the preparation of
recommendations to NGRC Participating Nations.
 Contributing to the development of technical, operational and supportability requirements and
specifications, with due consideration of the Participating Nations inputs and feedback, in the domain of
human-machine-interface, and accordingly influencing the design in close collaboration with the NGRC
technical section and other ILS activities stakeholders.
 Considering and implementing the ASD S-6000T Integrated Product Support specification for training
information.
 Keeping awareness of new technologies and best practices for further implementation and improvement of
supportability of NGRC concept and design for the training scope.
 Contributing to the estimation and assessment of costs, including life cycle costs, in the allocated technical
perimeter.

QUALIFICATIONS
General Qualifications
 University degree in an aeronautical engineering domain or closely related discipline, or relevant
professional experience.
 At least five years of experience in major defence acquisition programmes, research and development, or
capability development environments.
 Ability to cooperate with international military and civilian staff at various levels of seniority.
 Strong written and oral communication skills.
 Ability and skills to draft and develop technical statement of work and requirements.
 Sound digital literacy with experience in using office automation systems and software applications, e.g.
Microsoft Office Suite (Word, Excel, and PowerPoint).
Specific Qualifications
 Experience in development, acquisition and qualification of training means and training services for aviation
and preferably military rotorcraft domain.
 Experience in human-machine-interface on rotorcraft systems for operations and maintenance.
 Technical knowledge of air vehicle systems
LANGUAGE QUALIFICATIONS
 NATO’s two official languages are English and French. The work of this post is mainly conducted in
English, therefore fluency in that language is essential and working knowledge of French is desirable.
DESIRABLE QUALIFICATIONS
 Knowledge of aviation regulations, civilian or military (EASA, FAA, EMAR…) in the frame of airworthiness,
more particularly on licenses, skills, organization approval for maintenance training (e.g. EMAR 147, 66)
 Knowledge on ASD S-6000T Integrated Product Support specification for training information.
 Basic knowledge of principles for reliability, availability, maintainability, supportability, and testability
(RAMST) for influencing design.
 Familiarity with IBM Engineering Requirements Management (DOORS), JIRA or other engineering
requirements software.
 A recognised Project Management Certification (e.g. PRINCE 2® Practitioner or PMP®) would be an asset.

impartiality, loyalty, accountability, and professionalism.
