SUMMARY
The incumbent is responsible to the Programme Manager, through the Principal Officer, for providing technical and operational support to all NGRC acquisition activities during the Concept Stage and beyond. The incumbent is responsible for the development, implementation and management of a quality, risk and configuration management system within the Programme Office along with the provision of advice, guidance and training to staff as required. The incumbent will assist the Principal Officer in preparing the support strategy and developing the ILS plan. More precisely, the incumbent is responsible for performing the following functions:
RESPONSIBILITIES
General Responsibilities
Acting as the Programme Office Quality Focal Point (QFP) and Risk Management Focal Point (RMFP) as defined in the NSPA prescriptive document related to Quality Management and Risk Management.
Developing and supporting the configuration management, including rules and principles through an NSPA operating instruction. Scope of this configuration management will encompass the management of the
technical documentation associated to the programme and Nations needs with regard to continued and continuing airworthiness regulations.
Performing project management functions for designated projects, including schedule, resource, risks, quality, and performance planning aspects, as well as administrative coordination and technical direction of the project activities.
Identifying, assessing, and applying the relevant regulations, norms, standards and guidance applicable to the allocated technical or operational perimeter.
Maintaining good collaboration with all areas of the NGRC Programme Office team to ensure efficient coordination of activities.
Participating in meetings, conferences and specific Working Groups (WGs) as required. Acting as chair or secretary of any such meetings or working groups as required by the NGRC Principal Officer or NGRC Programme Manager
Performing Travel on Duty (TDY) in accordance with the applicable NATO Civilian Personnel regulations and participating in meetings and conferences as required.
Contributing to development of the NSPA acquisition pillar through establishing best practices and sharing knowledge and experience.
In the event of crisis or war the incumbent will subject to the agreement of their national authorities, remain in the service of the Agency.
Specific Responsibilities
Establishing and maintaining the Programme Office Quality Plan and ensuring the maintenance of a quality system appropriate to the needs of the Programme Office in accordance with NSPA requirements.
Championing Risk Management processes in line with International Organization for Standardization (ISO) requirements and NSPA policy and ensuring that all staff follow them as necessary.
Defining the relevant requirements and evaluating the performance of Contractors in the perimeter of quality, risk and configuration management through participation of Statement of Work, Request for Proposal, evaluation of bids, assessment of Contractors processes and contract deliverables.
Defining and exchanging with Participating Nations the intended level of involvement of National governmental quality assurance representatives in the next phases of NGRC programme and prepare the associated GQA request submissions.
Defining the administrative and technical perimeter scope of items to be managed in configuration within the NGRC ecosystem.
Promoting and supervising the organisation of the NGRC documentation data set and its networked structure.
Supporting the Principal Officer in the definition of the support strategy and accordingly developing the schedule and preparation of the NGRC ILS plan. Identifying the high-level requirements for the performance ILS activities in the next studies and NGRC life phases.
QUALIFICATIONS
General Qualifications
University degree in an aeronautical engineering domain or closely related discipline, or equivalent professional experience.
At least five years of experience in major defence acquisition programmes, research and development, design and production environments.
Strong written and oral communication skills.
Ability and skills to develop technical statement of work and requirements.
Sound digital literacy with experience in using office automation systems and software applications, e.g. Microsoft Office Suite (Word, Excel, and PowerPoint).
Specific Qualifications
Proven experience in quality management including quality audits performance.
Experience in risk management and associated tools.
Experience in configuration management applied to aircraft/rotorcraft and change processes.
General knowledge of military aviation support concepts and principles.
LANGUAGE QUALIFICATIONS
NATO’s two official languages are English and French. The work of this post is mainly conducted in English, therefore fluency in that language is essential and working knowledge of French is desirable.
DESIRABLE QUALIFICATIONS
Knowledge of ISO, EN, AQAP documents for aeronautical purpose
Basic knowledge of aeronautical system of systems.
Basic knowledge of aviation regulations, civilian or military (EASA, FAA, EMAR…) in the frame of continued and continuing airworthiness.
Knowledge on ASD S-Series Integrated Product Support specifications.
Knowledge or experience in ILS activities in aviation during acquisition phase.
A recognised Project Management Certification (e.g. PRINCE 2® Practitioner or PMP®) would be an asset.
