Main purpose of the job:

Operating the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission/projects.

Accountabilities:

• Operating the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules. Ensures radio frequencies’ (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary.
• Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio log book. Responding to radio contacts from other approved organizations and forwarding it on the information via this channel.
• Making radio contacts with reference bases (capital and/or field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.
• Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays.
• Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.
• Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions.
• Providing basic radio training when necessary to MSF staff.

• ضمان نقل الرسائل ونسخها بشكل صحيح إلى جميع الأشخاص المعنيين وتسجيلها في سجل الاتصالات اللاسلكية. الاستجابة للاتصالات اللاسلكية الواردة من منظمات أخرى معتمدة وتمرير المعلومات عبر هذه القناة.
• إجراء الاتصالات اللاسلكية مع القواعد المرجعية (العاصمة و/أو الميدان) وفقًا لقواعد / جداول الاتصال، وتمرير جميع المعلومات المتعلقة بأمن الفرق إلى منسق المشروع/العاصمة.
• متابعة وتسجيل أي حركة للأشخاص والمركبات والمروحيات والطائرات والبضائع (وقت المغادرة، الوصول، عدد الركاب، المسار المتّبع، نقاط الاتصال القياسية)، وإبلاغ المدير المباشر عن أي تأخير.
• الإشراف على سجل توزيع أجهزة VHF (أجهزة اليد) وتسجيل إعارتها لجميع الموظفين، ومتابعتها بشكل منتظم.
• تركيب وتشغيل وإجراء فحوصات الصيانة الوقائية للمعدات المخصّصة، والتأكد من أن الأجهزة تعمل بشكل صحيح، وإبلاغ المدير المباشر فورًا عن أي ضرر/فقدان/سرقة. الحفاظ على المعدات وغرفة الاتصالات والمكان نظيفًا ومرتبًا. الحفاظ على بطاريات HF وVHF في حالة جيدة ومراقبة وضعها بشكل مستمر.
• تقديم تدريب أساسي على أجهزة اللاسلكي لموظفي أطباء بلا حدود عند الحاجة.

MSF CH/Context Specific Accountabilities: General:

• During his/her shift, provide permanent stand-by on phone and CCTV and other means of communication on site: respond to and send communication, speak clearly and know how to use all the radio codes. for security reasons,
• Make regular radio contact with the reference bases (Capital, Field), as specified in the Mission communication policy.
• Monitor the movement of:
• vehicles: check authorisation for vehicles to depart, depending on their direction or security context. For each journey, the driver/CL of the vehicle must inform the start and destination positions, the names of the passengers, and sometimes the direction taken. All this information is recorded in a notebook.
• Act as an intermediary for urgent calls or difficult communications between two bases and for all important calls to MSF staff on duty.
• Respond to radio contact from other approved organizations and pass on the information via this channel.
• Ask the line manager for permission to leave his/her workstation during the shift.
• In accordance with the security policy and measures established for the Project:
• Provide radio communication during his/her shift
  • Correctly hand over to the replacement operator at the end of his/her shift
• Ensure the smooth running of night operations during the journey and throughout the operation.
• Forward all information concerning the security of the teams to the Field/Capital Coordinator.
• Ensure compliance with communication rules and that the radio is used correctly.
• Ensure that messages are forwarded to the people concerned (filter messages).
• Ensure that all necessartry travel documents are available prior to departures.
• Complete the logbook of calls between his/her base and the other MSF-CH bases.
• Check that the equipment is working properly and immediately inform the line manager of any damage/loss/theft.
• Maintain and monitor the batteries; ensure that they are always charged and in good working order.
• Ensure that the communications room is kept clean and that communication equipment is properly protected against dust and dirt.
• Immediately inform the line manager and/or technical adviser of any important communications, particularly concerning security and operations.
• Brief new arrivals on the communication procedures and on request.

• مراقبة تحركات ما يلي:
• المركبات: التحقق من تصاريح مغادرة المركبات حسب وجهتها أو السياق الأمني. في كل رحلة، يجب على السائق/قائد المركبة الإبلاغ عن نقطة البداية ونقطة الوصول، أسماء الركاب، وأحيانًا المسار المتّبع. يتم تسجيل جميع هذه المعلومات في دفتر خاص.
• العمل كوسيط للاتصالات العاجلة أو الاتصالات الصعبة بين قاعدتين، ولجميع المكالمات المهمة إلى موظفي أطباء بلا حدود المناوبين.
• الاستجابة للاتصالات اللاسلكية من المنظمات الأخرى المعتمدة ونقل المعلومات الواردة عبر هذه القناة.
• طلب إذن من المدير المباشر قبل مغادرة منصبه خلال فترة الدوام.
• وفقًا لسياسة وإجراءات الأمان المعتمدة للمشروع:
• توفير الاتصالات اللاسلكية خلال فترة دوامه.
• إجراء التسليم الصحيح للمناوب البديل في نهاية الدوام.
• ضمان سير العمليات الليلية بسلاسة خلال التحركات وطوال فترة العملية.
• نقل جميع المعلومات المتعلقة بأمن الفرق إلى منسق الميدان/العاصمة.
• ضمان الالتزام بقواعد الاتصال والاستخدام الصحيح لجهاز اللاسلكي.
• التأكد من إيصال الرسائل إلى الأشخاص المعنيين (تصفية الرسائل).
• ضمان توفر جميع وثائق السفر اللازمة قبل عمليات المغادرة.
• تعبئة سجل الاتصالات الخاص بالمكالمات بين قاعدته وبقية قواعد منظمة أطباء بلا حدود–قسم سويسرا.
• التحقق من أن المعدات تعمل بشكل صحيح، وإبلاغ المدير المباشر فورًا عن أي ضرر/فقدان/سرقة.
• الحفاظ على البطاريات ومراقبة وضعها؛ وضمان أنها مشحونة دائمًا وفي حالة جيدة.
• التأكد من نظافة غرفة الاتصالات وحماية أجهزة الاتصال من الغبار والأتربة.
• إبلاغ المدير المباشر و/أو المستشار التقني فورًا بأي اتصالات مهمة، خصوصًا تلك المتعلقة بالأمن والعمليات.
• تقديم إحاطة للموظفين الجدد حول إجراءات الاتصال عند الوصول أو عند الطلب.

 

 

Specific requirements for the role:		المتطلبات المحددة لهذا الدور:
Education: التعليم:	–       Desirable university degree or diploma, or formal technical training. –       Desirable: Diploma or Bachelor in Telecommunications engineering, electronic engineering –       Relevant: technical institute certification, or equivalent professional experience in communications or radio operations –          يفضَّل حاصل على شهادة جامعية أو دبلوم، أو تدريب تقني رسمي. –          مرغوب فيه: دبلوم أو بكالوريوس في هندسة الاتصالات، الهندسة الإلكترونية. –          ذو صلة: شهادة معهد تقني، أو خبرة مهنية معادلة في مجال الاتصالات أو العمليات اللاسلكية.
Experience: الخبرة:	–       Desirable 1 year work experience as radio operator in related jobs. –          يُفضَّل امتلاك خبرة عمل لمدة سنة واحدة كمشغّل أجهزة لاسلكي أو في وظائف ذات صلة
Languages: اللغات:	–       Essential: Fluency in Arabic & proficiency in English (minimum B2). أساسي: إتقان اللغة العربية والكفاءة في اللغة الإنجليزية (الحد الأدنى B2).
