Under UNDP Administrative supervision and UNDSS operational supervision, the Radio Operator will join the Security Operations Center (SOC) team to ensure operational continuity of all duties, responsibilities, and tasks of the SOC/ Emergency Communications System (ECS) for Abkhazia, according to the below ToR and the established CONOPS and SOPs:

  1. Maintain permanent radio and telephone communication with all Security Base Stations, all Security Officers; and UN staff members in the AOR.
  2. Ensure that all communication equipment, antennas and repeaters are installed, programmed, maintained and in good working condition;
  3. Notify immediately the respective authority/person in charge for response or rescue operations about emergency calls or calls for help/assistance;
  4. Obtain accurate information about all reported incidents, accidents and other relevant occurrences for further action.
Duties and Responsibilities
a)          To receive, send and document calls and other communications messages in accordance with the established procedures, ensuring that all communications are properly prepared, authorized and promptly transmitted;

b)         To select the most efficient means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted;

c)          To maintain a station log where all weekly and monthly radio checks as well as occurrences related to the operation of the telecommunication equipment are documented;

d)         To maintain control on the VHF network and ensure that no unauthorized communications are exchanged on the network;

e)          To ensure that all the equipment is maintained in good working conditions and perform repairs whenever needed;

f)           To assist in installing, programming and repair of all communications equipment as needed

g)          To provide communications trainings for newly arrived staff members as well as refresher training and to assist  staff members with proper handling of telecommunications equipment;

h)          Whenever required to perform secretarial tasks such as handling paperwork on routine matters, arranging appointments/meetings both internally and externally, screening telephone calls, typing materials from drafts, printed texts.

Institutional Arrangement

UNDSS FSCO- through UNDSS FSA- will be the direct supervisors of the radio operator. Radio room operator will be administrated by UNDP and subject to UNDP HR and Finance rules and regulations:

Required Skills and Experience
Education:
Min. Education requirements
  • Completion of Secondary Education is required or
  • University Degree (Bachelor´s degree) will be given due consideration, but is not a requirement.
Experience:
Min. years of relevant work experience 
  • Minimum 4 years with Secondary education or 1 year with University Degree of relevant working experience.

Desired skills in addition to the competencies covered in the Competencies section
•    Experience within the UN system in the field of security and administrative services are an advantage.
•    Experience in installation, programming and maintenance of VHF equipment and Antennas or other similar equipment will be an advantage.
•    Prior experience in using VHF, HF and Satellite phones is an advantage.
Required Language(s) 

English – intermediate knowledge and knowledge of Russian – is minimum requirement.
Knowledge of Georgian language will be an asset
