BACKGROUND:
IMPACT – Civil Society Research and Development e.V. founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey, and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT main areas of intervention are capacity building, research, peace building and diaspora engagement.
The Syrian Civil Society Network Platform (SCNP) a platform of 9 civil society networks, formed in early 2019, aims to act as a cross-country, cross network coordination platform. It aims “to strengthen the collaboration, capacity, and voices of rights-based Syrian civil society and diaspora networks and build dialogue and solidarity between Syrian organizations.”
In the past 10 years, and with the evolution of Syrian civil society, the fragmentation of the country is affecting the channels of communication between Syrian civil society in the diaspora, and across the areas of military control inside Syria. Since the establishment of SCNP, the platform has been providing a Syrian space for Syrian civil society networks to discuss their different perspectives and share experiences and knowledge where the role of the platform to host such discussions and translate it to advocacy briefs and massages.
The consultant will play a pivotal role in documenting the key discussions, insights, and outcomes of the 16th SCNP Thematic Quarterly Meeting. This gathering will focus on the critical theme of “Localization of Humanitarian and Recovery Response.” The workshop is structured into four online sessions and will feature a round table format involving both National and International stakeholders.
The primary responsibility of the consultant will be to capture the essence of these discussions, including thoughts, recommendations, and actionable insights. Furthermore, He/She will compile this information into the final workshop report, which will serve as a cornerstone for implementing several of the discussed outcomes.

PURPOSE OF THE ASSIGNMENT:
The primary objective of this role is to produce a comprehensive report summarizing the key discussions and outcomes of the 16th SCNP Quarterly Meeting workshop, centered on the theme of “Localization of Humanitarian and Recovery Response.” It is imperative for the contractor to possess a deep understanding of the topic to effectively capture and document the crucial discussions held during the four online sessions.
This workshop will bring together local and international actors and other relevant stakeholders to strategize and formulate recommendations for enhancing the localization of the humanitarian and recovery response to the earthquake in Syria, and to provide space for a truly grassroots led approach to accelerating localization in the (Turkey Syria Earthquake) TSEQ.
The workshop will be conducted online via Zoom for efficiency and inclusivity. It will span 2 days, divided into 4 roundtable sessions.
The first Session will start with Introduction on the workshop objective, aim, and expected results. Other three sessions will start by 5 minutes brief of the previous main points and discussions provided by the workshop rapporteur.
With an anticipated participation of 25-30 individuals, the workshop will be conducted in Arabic with simultaneous interpretation provided in English.
Scheduled for May 9th and 10th, 2024, this workshop serves as Stage 1 of a broader project. Its outcomes will serve as the foundation for crafting a detailed plan for Stage 2, which involves designing pilot initiatives aimed at expediting localization efforts within the TSEQ context.

SCOPE OF WORK:
The assignment is to provide 5 working days of consultancy starting on 01.05.2024 within 1 month of the project. During this period the consultant will attend the 4 workshop sessions, and subsequently generate a final report documenting the discussions and emphasizing the recommendations derived from them.

The consultancy is aimed to implement the following:

  1. Meeting with SCNP Project Team: The consultant will schedule a meeting with the SCNP project team to gain a comprehensive understanding of the assigned tasks.
  2. Documentation of Workshop Sessions: ** The consultant will meticulously document the proceedings of the four online sessions in accordance with the principles of “Chatham House rules.”
  3. Briefing for Second Day: ** On the second day of the workshop, the consultant will provide a concise overview of the discussions held during the preceding sessions.
  4. Production of Final Report: ** The consultant will compile a comprehensive final report capturing the main discussions and significant outcomes of each session.
  5. Draft Review and Integration: ** Following the completion of the report, the consultant will engage in discussions with the project team to review the draft and incorporate their feedback into the final document.

KEY DELIVERABLES:
Following deliverables are expected from the service provider:

  • First Draft of the Report: A preliminary version of the report, to be submitted in either Arabic or English, consisting of 7-10 pages. The deadline for this deliverable is May 13, 2024.
  • Final Version of the Report: The finalized version of the report, also to be submitted in either Arabic or English, with a length of 7-10 pages. The deadline for this deliverable is May 20, 2024.

LOCATION:
The tasks of this consultation will be online.

TIMEFRAME:
This is a short-term assignment for individual consultants for a period of 5 working days in a timeframe of the Month of May. Tentatively this assignment will start in May 1st.

DUTIES & RESPONSIBILITIES:
The consultant or their representative person will:

  1. Sign with IMPACT a consultancy agreement and work as a resource person for the 6 days.
  2. Discuss and agree with IMPACT on the final deliverable.
  3. Design an appropriate process of the consultancy leading to the desired results.
  4. Propose on the most appropriate methodology for effective delivery of the assignment.
  5. Submit the final deliverables based on the objectives of this assignment.
  • SKILLS/COMPETENCIES:
    University Degree: A degree in humanitarian/development-related studies is required.

  • Experience: A minimum of five years of experience in collaborating with civil society organizations in the MENA region. While experience working on Syria-related issues is advantageous.

  • Research and Advocacy: Proficiency in conducting research and advocacy related activities is essential.

  • Relevant Background: Previous experience or a background related to the topic of “Localization of Humanitarian and Recovery Response” is highly desirable.

  • Knowledge of Civil Society Networks: Demonstrated knowledge and practical experience in working with civil society networks and alliances is preferred.

  • Experience in Conflict Settings: Experience working in armed conflict settings, particularly with Civil Society Organizations (CSOs) and vulnerable groups, as well as in cross-border conflict contexts, is beneficial.

  • Language Skills: Excellent written and oral communication skills in Arabic are required. Proficiency in English is an advantage.

    Language:
    The language of this consultancy including all deliverables is Arabic. Communication with SCNP team can be done in English or Arabic.

TECHNICAL PROPOSAL:
The technical proposal should include but not limited to the following information:

  1. A brief outline of recent experience and client references in carrying out assignments of similar nature (Max. 1 page)
  2. Detailed description of how the consultant understands and will respond to the ToR including time frame.
  3. Curriculum Vitae of consultants.
  4. The consultant methods to provide this consultancy.

FINANCIAL PROPOSAL:
The financial proposal must contain overall quotation in Euro for all the services to be provided and must follows the following:

  1. Summary of the total costs for the services proposed.
  2. Any taxes applicable.

PROPOSED PAYMENT SCHEDULE:
100% of the payment will be released to the consultant after completing the consultancy.
