UNDP Pakistan Country Office has begun implementing its new Country Programme covering the period 2023-2027, striving to deliver programme portfolio that is responsive to the multiple and complex development challenges that Pakistan faces.

UNDP works in 4 main programme areas, namely Governance, Community Recovery & Rehabilitation, Resilience, Environment & Climate Change, and Development Policy & SDGs.

The Risk Management and Oversight Support Unit (RMOS) serves as focal point for effective oversight of the programme (CPD) and its contribution to the UNSDF.

MSU ensures UNDP policy compliance for projects and programmes, enhances results-based management and evidence-driven practices across the programme, support and strategically monitor decentralized and country programme evaluations/reviews, facilitate conduct of financial audits, ensure effective and transparent utilization of financial resources through compliance with policy on UNDP Enterprise Risk Management including Harmonized Approach to Cash Transfer, Social and Environmental Standards, Risk Management at programme, project and partner level including Anti-Money Laundering and Countering Financing for Terrorism (AML/CFT) under UNDP Programme and Operations Policies and Procedures (POPP).

Position Purpose:

The RBM Associate supports the Programme and Operations Units as well as projects’ staff and maintains contact with different units at UNDP Headquarters and Regional Hub performing research and seeking guidance, orientation and alternatives, and innovative solutions in supporting the facilitation of the thematic wide results-based management strategy.

The key objective of the position is to:

  • Support strategic planning.
  • Support monitoring and reporting strategies.
  • Supports implementation of a resource mobilization strategy
  • Supports the implementation of policies and evaluation strategies.
  • Supports and provides inputs to the generation, and socialization of knowledge management products providing inputs regarding corporate standards on strategic planning and results-based management.
Duties and Responsibilities

Support the strategic planning of the CO, with special emphasis on efficient management of the country program and projects with an approach to achieving the following results:

  • Support the RBM Analyst in providing inputs to the formulation of the country program document (CPD) through coordination with program units and projects, ensuring alignment with national priorities and UNDP’s strategic plan.
  • Support the new SP/IRRF results linking and Baseline, Milestone, and Target (BMT) setting in collaboration with programe and projects and ensure regular progress tracking and reporting.
  • Supports the preparation and updates to the CO Business plan (COMPACT) and annual Integrated Work Plans and new high-impact solutions to support improved management.

Observes compliance with corporate guidelines and corporative planning tools and RBM framework.

  • Support the development and review of project proposals to ensure they are results-oriented and align with the strategic objectives and Ensure integration of cross-cutting issues such as gender equality, human rights, and environmental sustainability in program and project design.
  • Monitors the implementation of the internal Standard Operating Procedures for the program area in consultation with office management.
  • Supports in the analysis and Monitoring of the financial delivery of the program.
  • Supports the monitoring of performance indicators in the different dimensions of the CO KPIs
  • As focal point for all dashboards (ERC, Transparency, PQA, Risk dashboard, KPIs) related to project and programem management, provides support to the use of Quantum and Quantum+ functionality for follow-up and improvement of business results and client services.

 

Prepares draft correspondence to implementing partners regarding substantive programmatic issues and M&E, planning, risk assessment & tracking, audit, and evaluation policy matters.

Supports the implementation of monitoring and reporting policies and strategies, focusing on the achievement of the following results:

  • Provides support to all CO planning exercises ensuring compliance with multiple procedures and funding lines requirements including the development of Annual Work Plans
  • Tracking of country program results and annual IWP, supporting the assessment of overall program results implementation concerning program and project objectives, outputs, and indicators.
  • Effective troubleshooting support to implementing partners based on results of monitoring, when necessary; supports implementing partners in monitoring and reporting policies, procedures, and practices, particularly on the risk mitigation processes and systems.
  • Supports the preparation of drafts reports and data to external stakeholders on progress made and impacts delivered.
  • Follows corporate mechanisms to track the use of RBM tools.
  • Supports the preparation of the Results Oriented Annual Report (ROAR), Project Annual reports and Donor reports
  • Support the process of monitoring and entry into the (Enterprise Risk Management -ERM) following instructions from Management.
  • Support the process of conducting social and environmental screening of projects at the design stage and ensure tracking and monitoring of SES-related risks and associated management plans.
  • Support the conduct and completion of project quality assessments as per the policies.

Supports the implementation of a resource mobilization strategy; supports the effective application of cost recovery policy; HACT implementation; and, effective application, follow-up, and monitoring of a budget strategy oriented towards the sustainability of the office:

  • Assists in preliminary research towards the identification of business opportunities.
  • Supports the effective development, implementation, and follow-up of the program portfolio in the approval phase and project tree in Quantum+
  • Supports financial management through planning, guide, and resource control tools.

Counseling and monitoring of project budgets and development programs.

  • Analysis of information on donors, preparation of donor’s profile and database, and the establishment of contacts with donor counterparts.
  • Track and report on mobilized resources.
  • Liaises with donor and partner counterparts on the implementation of common initiatives and projects.
  • Provides continuous support to HACT implementation, including preparation of HACT assurance plan, spot checks, monitoring visits, and audit exercises.
  • Provides support to all CO management, program, and project audit exercises.

 

Supports the implementation of policies and evaluation strategies emphasizing the following results;

  • Analysis of requirements and synthesis of proposals for the planning, preparation, and management of specific thematic, country program/project evaluations, and other types of evaluations.
  • Provides support in the preparation of and inputs to the evaluation work plan, analysis, and proposals on topics, and projects/programmes to be evaluated.
  • Supports the promotion of evaluation standards, quality assurance/control, and capacity development in the Country Office.
  • Support the management of the Results Management Tool and the Results Management GOAL

Supports the provision of knowledge management products regarding corporate standards on strategic planning, and results-based management, with an approach to the achievement of the following results:

  • Compiles, research, and synthesis of best practices and lessons learned directly linked to program country policy goals.
  • Supports the fertilization of knowledge building through identification, analysis, and codification of best practices and lessons learned in the areas of priority outlined in the CPO as well as transversal issues as provided by the Programme Unit;
  • Supports the provision of guidance regarding norms, application, procedures, and regulations.
  • Organization and facilitation of training for the operations/ projects staff on RBM/and Monitoring and Evaluation of program interventions

Support the implementation of the Country Office Evaluation Plan and ensure that the evaluation TOR and reports meet the requisite quality criteria.

Required Skills and Experience
Education:
  • Secondary education is required or
  • University Degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Monitoring and Evaluation and Results-Based Management will be given due consideration
Experience:
  • Minimum 7 years with Secondary education or 4 years with a university degree of relevant experience in Monitoring and Evaluation and Results-Based Management is required at the national or international level.
  • Proven experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc), and experience in handling web-based management systems are required.

Language:

  • Fluency in written and spoken English and Urdu.
  • Another official language of the UN will be desirable
