Org. Setting and Reporting
In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development) as a stand-alone coordination office within the United Nations Secretariat, namely the Development Coordination Office (DCO). DCO now assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). This position is located in the United Nations Development Coordination Office (DCO), in the Business Management Branch. The Associate Human Resources Officer reports to the Team Lead HR Administration.

Responsibilities
General • Provides advice and support to managers and staff on human resources related matters. • Keeps abreast of developments in various areas of human resources. Recruitment and placement • Coordinates with client offices in identifying upcoming vacancies, in particular as it relates to interagency capacities and Resident Coordinators. • Prepares assigned vacancy announcements and coordinates onboarding and offboarding steps. • Reviews recommendation on entitlements based on appointment modality. • Prepares and presents exceptional cases for review by Team Lead, Chief of HR and submits related records in the exception log. • Serves as ex-officio in examinations boards and, as needed, in assessment panels. • Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. • Supervises the maintenance of the human resources filing system. • Organizes and coordinates the UNHQ Internship Programme. Administration of entitlements • Monitors, administers and provides advice on salary and related benefits, travel, social security entitlements, billing related to interagency capacities • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. • Coordinates with Finance the submissions for general temporary assistance (GTA) positions, reviews funding sources and maintains records. Staff development and career support training • Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. • Provides induction orientation and briefing to new staff members. • Identifies opportunities for process improvement, clarifying workflows, and automation in data collection. • Supports the team’s SharePoint page with updated information, visuals, links to various HR dashboards, ensuring accuracy and reliability of information. Other duties • Prepares reviews of matters related to outside activities and financial disclosure. • Provides guidance to programme managers on outside activities and financial disclosure policies and procedures and by undertaking whole office review. • Identifies, analyzes, and interprets data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Tracks and reports on progress regarding HR admin specific initiatives. • Develops reports or other tools to effectively summarize findings and convey information to management.

A first-level university degree in human resources management, business or public administration, social sciences, education or related field.

Work Experience
A minimum of two (2) years of progressively responsible experience in human resources management, administration or related area is required. One year or more of experience in data analytics or related area is desirable. Experience in human resources within the UN common system agencies, funds and programmes, is required. Experience in using ERP / Oracle based recruitment systems, such as Inspira, is desirable. Experience in human resourses in a large, multilateral organization with field offices, is desirable. Experience administering senior level positions and interagency capacities in large international organizations, such as the United Nations, is desirable. Experience with data visualization tools such as Power BI, Canva, or similar, is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage. “Fluency equals a rating of “Fluent” in all four areas (read, speak, write and understand) and “Knowledge of” equals a rating of “Confident” in two of the four areas.

Assessment

Appointment against this post is open for an initial period of one year and may be subject to extension subject to legislative body funding availability.
