The National Population and Housing Census is a comprehensive source of data that provides valuable
insights into the social, demographic, and well-being characteristics of a nation’s population. Deriving a
composite index from this data can aid in comparing and understanding the relative development and wellbeing
levels of different regions within Nepal. This concept paper outlines a methodology to achieve this by
leveraging the census data collected in 2021.

How can you make a difference? 

The purpose of this consultancy is to develop thematic, palika level reports, including those based on census
data and other national surveys. This includes developing Palika Level Social Profile where a composite index
(CI) will be developed using data from the most recent surveys like NDHS 2022, NLSS 2021-22, NMICS-19
and the National Population and Housing Census 2021 and each of the 753 palikas will have to be ranked
based on the composite index findings.
Deriving a CI ranking will help assess the social, demographic and well-being aspects of each individual pikas;
this will help to facilitate comparison across the counties and will support policymakers and stakeholders to
make informed decisions for targeted development interventions at various administrative levels. The approach
should involve disaggregating various indicators at the provincial, district, and local levels and their subsequent
integration into a composite index. By employing this methodology, we can help establish a standardized
approach to measure and compare social, demographic and well-being indicators, thereby facilitating equitable
and sustainable development. Further research, stakeholder engagement, and validation exercises will refine
and enhance the accuracy and relevance of the proposed composite index.

Specific Tasks:

1. Develop Palika level Social Profiles

2. Develop development of Child and Youth (including birth registration) thematic report from Census 2021 data

3. Develop thematic report on Caste and ethnicity and disadvantaged communities using Census 2021 data is available

Duration of Contract: The total duration of the contract is for 135 working days within 9 months (15 days per month).

  • Assign appropriate weights to these indicators based on their relative importance.
  • Develop a composite index that integrates the indicators, allowing for meaningful comparison across counties.
  • Facilitate evidence-based policy decision-making by providing a single comparable indicator.

  • Coordinate with NSO, UNFPA, and CDPS to help derive table structures for frequencies, cross-tabulations, and indicators for Caste & ethnicity and disadvantaged communities.
  • Help develop the first draft and finalize the thematic report.

To qualify as an advocate for every child you will have… 

  • Master’s degree in Demography, Statistics, Social Sciences, or any other related technical field is required.
  • Minimum 5 years of experience in the leading and/or management of quantitative household surveys (prior MICS or Demographic and Health Survey (DHS) is and added value;
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS, STATA);
  • Training experience `and ability to organize and facilitate trainings and make presentations.
  • Experience in data analysis and survey report writing.
  • Proven knowledge and skills in English and Nepali typing is an asset;

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
