What you will do
Generic Responsibilities:
- Adherence to NRC policies, guidance, and procedures.
- Support and contribute to the development and implementation of country office and regional office MEL systems, including MEL Standard operating procedures (SOPs), guidance and tools.
- Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for MEL.
- Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.
- Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
- Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
- Support the MEL Manager with capacity strengthening efforts in the area of MEL, including leading workshop sessions and providing one to one coaching.
- Follow up and ensure the adequate execution of country and regional project and programme MEL plans.
- Contribute to the design of MEL staffing structure and resourcing, including collaboration with programme staff to identify and plan for MEL needs.
Specific Responsibilities:
- Contribute to institutionalizing and strengthening of NRC MEL minimum standards across the region with specific focus on use of evidence and learning from data.
- Responsible for roviding support within the Regional Office (RO) and across Country Offices (COs) to consolidate the tracking of recommendations and learning.
- Contribute to improved management, presentation, and analysis of key MEL data at CO and regional level. This includes consolidation of findings and visuailsation of data, together with the IM focused Coordinator.
- Advise and support Country Offices (Cos)s on development of macro logframes, use of mandatory and local indicators, adoption of participant counting guidelines. Support country level efforts in increasing and improving outcome monitoring across all NRC core competencies
- Responsible to provide guidance to evaluation managers and steering committee members with use of NRC templates, guidelines and equality reviews of external evaluations and After Action Reviews
- Work closely with the information management (IM) Coordinator in the development and updating of a regional MEL sharepoint page, to enable easier sharing of guidance and tools
- Discover and share best practices in various aspects of MEL from country offices and other regional offices
- Responsible for the onboarding of senior and mid-level prrogramme staff to ensure familiarity with NRC’s MEL framework
- Support country offices and the regional office achieve their MEL objectives as outlined in the balance score card
- Responsible for coordinating the Coordinator level community of practice forum across all MENA countries
- Lead on development of Arabic language training materials on MEL for new and existing country and regional partnerships with local organisations.
- Support country office MEL managers with project level budgeting for MEL activities
- Responsible to provide technical MEL support to all regional grants, ensuring that agreed logframes and monitoring plans are clear, understood and kept up to date at country and regional levels
- Support the Regional Programme Advisers with the Annual Data Quality Audit, and the Regional Programme Director with global data analysis, such as the Global Programme Results Review (GPRR).
- Participate in internal and external forums relevant to the global sub-objective on data, quality, learning and accountability and provide required support to the regional strategic initiative in line with the scope of duties of the position.
- Act as regional MEL focal point as designated.
- Other tasks as assigned.
Professional competencies, Qualifications & Skills required
- At least 3 -5 years’ experience in an international non- profit organizations (INGOs) preferably in an emergency or post-conflict setting, including -MEL capacity and systems development.
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
- Understanding of data and information needs for program management and decision making.
- Experience in facilitating the capacity-building efforts of diverse colleagues, including local partner agencies.
- level advanced English language proficiency level (speaking, reading, writing)
- Advanced Arabic language proficiency level (speaking, reading, writing)Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
- Intermediate experience using statistical analytical software

Additional Important Information:
- Grade: Grade 7
- Reports to : Regional Monitoring, Evaluation and Learning (MEL)Manager
- Duty station: Amman, Jordan
- Travel : 25% within the region (possible travel to Iraq, Lebanon, Libya/Tunisia, Palestine, Syria, Yemen)
- Open for Jordanian Nationality Holders only.
- Type of contract: Jordanian National Fixed-Term Contract
- Duration: till 31 Dec 2024 with the possibility of extension (subject to funding availability, business need, and satisfactory performance)
- Salary: Based Upon NRC salary Scale for Jordanians’ national staff.
