How can you make a difference?

The Child Protection Manager (CAAC/MRM) reports to the Chief, Child Protection for general guidance and direction. The CP Manager is responsible for managing and supervising all stages of child protection programmes/projects from strategic planning and formulation to delivery of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm and to protect their rights to survival, development and well-being, as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

The CP Manager is responsible for establishing the plans of action and overseeing work progress to ensure the achievement of concrete and sustainable programme/project results according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
  • A minimum of eight years of professional experience in social development planning and management in child protection related areas, at the international level, is required.
  • Experience working in countries effected by armed conflict and working on monitoring and reporting of grave violations according to the SCR 1612
  • Fluency in English is required.

Asset Criteria:

  • Experience working in a developing country
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization
  • Experience in both development and humanitarian contexts
  • Extensive knowledge on children effected by armed conflict and monitoring, reporting and verification of the grave violations
  • Experience on leading CAAC programme including negotiation with parities to the conflict in the country, development of UN action Plans and facilitation of the country task force on MRM (CTFMMRM) meetings.
  • Experience on capacity building and training of the members of the CTFMRM and partners.
  • Familiarity of Group of Friends of CAAC
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language

Remarks:

This post will be temporarily outposted in Bangkok while the entry visa to Myanmar is being processed, and the successful candidate initially will be assigned in Bangkok. 

The visa application normally takes between 6 – 12 months, and is occasionally rejected.  

Once the entry visa to Myanmar is approved, the incumbent will be expected to relocate to Nay Pyi Taw/Myanmar.  The timelines of the move will take into consideration both the programmatic needs and the staff member’s personal needs. 

While Bangkok is a family duty station, Nay Pyi Taw is a non-family duty station. Once the incumbent moves to Nay Pyi Taw, the family members residing in Bangkok, if any, are unable to remain in Bangkok unless they have legal residency in Thailand independently of UNICEF.

In the case of visa rejection, the incumbent will be strongly encouraged to apply to other posts outside Myanmar, with a TOD (tour of duty) waiver and organizational assistance, while they continue to work from Bangkok. The TOD for this post is aligned with Nay Pyi Taw (3 years), and if the incumbent is unable to find any post within 3 years, they will be placed in the next mobility exercise.

In the event that the successful candidate happens to already be based in Myanmar with valid service visa, it is expected that the candidate be immediately assigned to Nay Pyi Taw/Myanmar.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
