BACKGROUND AND PURPOSE OF ASSIGNMENT

The World Food Programme (WFP) continues to enable the Government’s Preparedness and Response Excellence in the Philippines (PREP) through a series of activities in partnership with national agencies and local government units. The incumbent will support and guide the identification, design and delivery of innovative solutions that enable the automation and digitalization of government systems. As a member of WFP’s Emergency Preparedness and Response (EPR) team, the incumbent will have the opportunity to collaborate with internal and external partners. The incumbent will be exposed to software developers and latest technologies on multiple projects.

ORGANIZATIONAL CONTEXT

The Project Manager will be supervised by the Programme Policy Officer (EPR) with overall guidance from the Emergency Coordinator. The incumbent is expected to demonstrate responsibility and initiative with only general guidance, to exercise sound judgment in dealing with operational issues, as well as to manage resources and coach support staff.

ACCOUNTABILITIES AND JOB SPECIFIC RESPONSIBILITIES (not all-inclusive, nor exhaustive)

Within the assigned unit and delegated authority, the Project Manager will be accountable and responsible for the following duties:

  1. Interact effectively with WFP partners, including government departments, to understand their digitalization needs and suggest appropriate solutions.
  2. Conduct assessments and analysis to support the budgeting, planning and implementation of such solutions that are aligned with the digitalization needs of WFP partners.
  3. Provide direction and guidance to internal and external teams, including software developers, as they develop digital solutions that are fully compliant with WFP and IT industry standards and good practices.
  4. Work with relevant WFP departments to ensure documentation, compliance and requisite approvals of solutions development.
  5. Support the procurement of TC/IT equipment and services which are in line with WFP rules and regulations.
  6. Identify training and capacity strengthening needs of WFP partners and review/develop their skills/knowledge on the application of new software and hardware solutions.
  7. Coordinate with other UN agencies to network, align activities and support possibilities of inter-agency collaboration in the fields of digitalization, IT, telecommunications and business transformation.
  8. Provide guidance to support staff and assist them in completing tasks to agreed standards and deadlines.
  9. In times of disaster response operations, deploy to the field on short notice, including in support of the application of new software solutions.
  10. Perform other related responsibilities and duties as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

EDUCATION: Master’s degree in Business Administration, Management, Software Development, Computer Science, Disaster Management or other relevant field, or Bacherlor’s degree with additional years of related work experience or trainings/course, preferably in the field of IT and telecommunications.

EXPERIENCE: At least five (5) years’ experience in an applications development environment as a business analyst, systems developer, software manager or project manager is desired.

KNOWLEDGE: Knowledge in project management, business analysis, service design, software and systems development, management information systems is desired. Knowledge of DRRM in the Philippines and processes of humanitarian assistance is of advantage.

LANGUAGE: Excellent spoken and written communication skills in English required.

REMUNERATION PACKAGE

WFP offers a competitive salary package including an approximate monthly salary of PHP85,000.00++, leave entitlements, and comprehensive medical insurance which can be extended to eligible dependents.
