CONTRACT LENGTH: One year with renewable based on fund availability and performance.

REPORT TO: Program Coordinator

LINE MANAGEMENT RESPONSIBILITIES: NONE

MATRIX MANAGES: Construction Supervisor/ Hygiene promoters.

JOB SUMMARY

The position will be reporting to Islamic Relief Program Coordinator- SL office, he/she will be responsible the development/production of Technical Designs and BoQs of WASH infrastructures, supervision in charge the day-to-day construction site management and overseeing of the construction process in all the WASH related activities including hygiene and sanitation promotion campaigns .He/she will contribute to the project design stage, Monitor the contractors to ensure good workmanship as per set standards and specifications. He will ensure the timely completions of the communal construction work activities carried out by beneficiaries through Cash for Work including desalting earth pans and excavation of dams.

SCOPE OF ROLE:

  • The WASH officer/engineer will lead the technical aspect of WASH related activities with consultation of Program Coordinator and Senior Wash officer of Islamic Relief in country wide.
  • He/she develops/updates sector strategy, set-up coordination mechanisms and integrate Islamic Relief’s theory of change in WASH.
  • He/she plays a technical leadership role within the response team, ensuring that WASH programs are delivered with high quality and meet recognized standards.
  • He/she will have affiliation with other Programme team included FSL Specialist and livelihood officer, FSL assistants, logistic team and finance team as well the senior management of Islamic relief at both country and field level.
  • The role holder is required to carry out the duties in accordance with Islamic Relief faith principles, policies and procedures and other humanitarian policies and standards included CHS, SPHERA standards

Key ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Working with the Program Coordinator, organize assessments/evaluations in order to identify key strengths, limitations of community structures managing WASH facilities in cooperation with other WASH staff, design and plan activities on construction/rehabilitation and repair of water supply and sanitation facilities, and ensure timely implementation.
  • Undertake technical designs, cost estimation of all WASH facilities planned for implementation at the targeted communities.
  • Support preparation and review all contracts to be awarded to vendors of goods and services related to water supply and sanitation component of the project
  • Monitor construction, repair and rehabilitation of water supplies systems and sanitation facilities in strict adherence to the IRW policies and procedures, government regulations and the SPHERE standard.
  • Support implementation of hygiene promotion activities appropriate to the context in close collaboration with the Hygiene Promotors Volunteers to ensure that technical and social aspects of water and sanitation programming are integrated
  • Support need assessments and assist in proposal development for additional resources for water infrastructure, and sanitation interventions.
  • Supervision of contractors in all construction sites to ensure the construction work is done as per the standards.
  • Able designing water facilities infrastructure like elevated tanks with kiosks, troughs and watchmen/generator rooms.
  • Able designing Borehole drilling, solar system and water supply extension system for easy access to rural communities, where Islamic Relief Projects are targeting.
  • Ensure the construction work is done as per technical specification and good workmanship
  • Collaboration with various stakeholders for the approval of infrastructures design and standards mainly the relevant authorities
  • Monitor the work, progress tracking and prepare regular progress of work to be submitted to the Area Office In charge.
  • Maintain a filing system for all site memos and instructions, measured quantities of work, reports, and an electronic library of photos and other documents and correspondence pertaining to the construction activities
  • Facilitating construction companies to correct interpret standard drawings and putting them to scale on the ground and ensuring that materials and equipment used for construction works are acceptable quality and quantity approved and as specified in the BOQs.
  • External coordination with respective line ministries and Wash cluster on regular basis.
  • Be familiar with, and ensure the adherence to, the organisation’s policies and procedures.
  • Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies

and procedures.

  • Organize and develop beneficiary lists for distribution of sanitation and hygiene material/ facilities such as soap and others and ensuring equitable distribution of the samewithin the project area.
  • Use lessons learnt in hygiene promotion and spear head changes in the organization and stakeholders
  • Carryout community mobilization, sensitizing, selection, registration and verification of project beneficiaries
  • Ensure the hygiene education and campaigns are conducted among the targeted community members.
  • Ensure that beneficiaries had received cleanwater during wate rtrucking to allocated amount of waterin each household
  • Work with Hygiene and Sanitation clusters at community levelsin identifying, mobilizing and sensitizing target communities for water, sanitation and hygiene promotion
  • Participate in collection of useful data, success storiesand beneficiary lists as required
  • Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.
  • Follow up all IRW Procedures for Security, Finance,Logistics, HR and Administration on operational related issues.
  • Monitor the work,progress tracking and prepare regular progress of work to be submitted to the Area Office In charge.
  • Maintain a filing system for all site memos and instructions, measured quantities of work,reports, and an electronic library of photos and other documents and correspondence pertaining to the project activities

Scope of the Role

  • Organise implementation of WASH; Water, Hygiene & Sanitation campaigns in project target populations.
  • Responsible to train communities on good hygiene and sanitation practices (hold hygiene promotion sessions).
  • Plan activities according to the expected progress of the project based on program work plan (monthly plan and weekly movement planning)

  • Facilitate communication and interaction between the target communities, local government authorities and IRW as necessary.
  • Closely work with WASH teams in timely execution of projects activities

Organises experience sharing forum

  • Conduct experience sharing training, training of trainers, and organisational capacity building
  • Knowledge and learning ability to integrate gender issues in WASH interventions.
  • Attend all WASH cluster forums in Puntland and share out Islamic Relief WASH interventions.

PERSON SPECIFICATION ESSENTIAL

Experience

  • Excellent knowledge of current trends in relation of WASH activities of working humanitarian/recovery context.
  • Prove practical work experience undertaking water supply designs, civil works and implementation of rural and urban system.
  • Knowledge of AutoCAD, ArchiCAD and Water CAD or any other civil work design software is highly preferred
  • Experience of borehole drilling, shallow wells and hand dug wells and designing water supply system constructions.
  • Experience of writing and communicating learning effectively, internally and externally
  • Experience of managing projects and/or people(directly/matrix)
  • Track record in successfully contributing to successful funding bids.

Qualifications:

  • Degree in Water Engineering, Civil Engineering or related fields.
  • A minimum of 3-5 years’ experience for working/programming in emergencies, relief or development including implementing a large-scale community-based water and sanitation project with evidence of successful implementation of similar projects.
  • Proficiency in English (Written and spoken) is essential
  • Good IT skills.Knowledge of Microsoft Office Word and Excel is essential

Desirable Experience and skills

  • Strong skills in construction of water supply and sanitation facilities essential
  • Demonstrated skills in technical design and costing of civil engineering works related to community-based water supply and sanitation facilities.
  • Experience in community engagement approaches, participatory approaches and community negotiation
