Background:
UN Women Jordan Country Office’s work is carried out in support of the Hashemite Kingdom of Jordan’s Triple Modernization Agenda (the Political System Modernization, the Economic Modernization Vision and its Engendered Strategy, and the Public Sector Reform), the National Strategy for Women in Jordan (2020-2025), the second Jordanian National Action Plan for the Implementation of Security Council 1325 on Women, Peace and Security (2022-2025), and the Jordan Response Plan for the Syria Crisis and is grounded in the principles and targets contained in the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Sustainable Development Goals (SDGs), and the Beijing Platform for Action. UN Women JCO implements its triple mandate by working with the government of Jordan to strengthen national systems and to develop laws and policies to advance gender equality and women’s empowerment; by working with the Government of Jordan, civil society and the private sector to support the implementation of international and national commitments to advance gender equality and women’s empowerment; and by strengthening coordination of the UN System and Development Partners in support of gender equality in Jordan.
The Jordanian National Committee for Women (JNCW) was established in 1992 to serve as the national machinery concerned with the empowerment and advancement of women in Jordan. As such, it is the oldest partner of UN Women in Jordan. The partnership between UN Women and JNCW currently cuts across all of the pillars of the National Strategy for Women (2020-2025) and nearly all of the UN Women Jordan Country Office Strategic Note (2023-2027). It is expressed through a series of formal Partnership Agreements as well as through joint initiatives and collaborations.
JNCW has recently embarked in an effort to review the National Strategy for Women and will be working closely with partners and stakeholders in 2025 to ensure that it is updated and that its timeline is extended.
In order to support the revision of the National Strategy for Women and to strengthen the efficiency of the collaboration between UN Women and the Jordanian National Commission for Women and the effectiveness of UN Women’s support to JNCW in its role as the women’s machinery in Jordan, UN Women is seeking to hire an experienced Strategic Planning and Coordination Specialist who will be embedded in JNCW and provide direct support to the Secretary General of JNCW.
Description of Responsibilities /Scope of Work
Under overall guidance of the UN Women Country Representative and direct supervision of the Deputy Representative, the consultant will perform the following tasks:
1. Support JNCW in the updating of the National Strategy for Women:
- Support the coordination and monitor the implementation of the workplan and roadmap for the updating of the National Strategy for Women;
- Liaise with and coordinate support from JNCW partners for the mid-term review and revision of the National Strategy for Women;
- Organize and facilitate consultations and validation sessions with relevant stakeholders in Amman and governorates;
- Provide technical inputs to the updating of the National Strategy for Women;
- Support the development of an action plan for the implementation of the updated National Strategy for Women.
2. Support the coordination of JNCW and UN Women collaboration across portfolios:
- Support the development of a cross sectoral annual JNCW/UN Women joint workplan based on existing formal partnership agreements and informal areas of strategic partnership and ensure that it is maintained up to date;
- Support the organization of monthly coordination meetings between UN Women and JNCW to monitor and discuss the implementation of the joint work plan;
- Support JNCW with the cross sectoral monitoring and reporting of ongoing partnership agreements with UN Women.
3. Support JNCW in the development of a forward strategy for the Jordan National Action Plan on Women Peace and Security:
- Support the revision of the action plan for the implementation of JONAP2;
- Develop planning options for ensuring short, medium and long term alignment and complementarity between the National Action Plan on Women, Peace and Security and other policy and planning framework on gender equality and the empowerment of women, in particular the National Strategy for Women and the Modernization agenda.
4. Support JNCW in its role as co-chair of the Gender Partners Coordination Group:
- Support the engagement of JNCW in the GPCG and its role as co-chair;
- Support the coordination of JNCW preparation for GPCG presentations and inputs, including as needed through the preparation of background documents, talking points, etc;
5. Provide strategic planning and coordination advisory support to the Secretary General of JNCW
- Provide strategic planning and coordination advisory support to the Secretary General of JNCW in relation to the areas mentioned in tasks (1-4) and any additional advisory support as may be needed;
- Perform the required tasks in cooperation with JNCW staff members.

This is an office-based full-time assignment. The consultant will be sitting within JNCW premises.

Functional Competencies:
- Strong programme formulation, implementation, monitoring and evaluation skills

Education and Certification:
- Master’s degree or equivalent in public administration, law, international development, human rights, gender/women studies, social sciences or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects, preferably focusing on gender equality and the empowerment of women is required.
- Demonstrated experience coordinating and liaising at senior level with government agencies and international partners is required.
- Demonstrated experience in strategic planning in support of national or international development efforts is required.
Languages:
Fluency in English and Arabic is required.
