HR Officer – Recruitment and Induction

Main Purpose

The Recruitment and Onboarding Officer is responsible for implementing the Recruitment Policy to
ensure timely and high-quality hiring processes. This includes coordinating between candidates
and hiring managers, maintaining accurate documentation, and effectively tracking recruitment
activities. The officer also oversees the delivery of induction sessions on various HR topics,
including coordinating mission-wide inductions and ensuring proper tracking and reporting. They
serve as the primary point of contact for all recruitment and induction-related matters within the
mission.

Level/Area of Responsibility: Coordination, Nationwide

 

Tasks

1. Recruitment 

Planning

– Assist hiring managers in planning recruitment for requested vacancies in alignment
with policy standards.
– Ensure timely implementation of recruitment processes within the standard timeframe.
– Validate that vacancy requirements are clear, realistic, and appropriate to the context
and organizational needs.
Advertisement
– Advertise vacancies through agreed portals and coordinate with Field HR Focal Points
for local advertisements.
– Ensure timely closure of advertisements and transparent collection of applications.
Screening
– Prepare long lists of applicants based on criteria in the job description and staff request.
– Support hiring managers in the shortlisting process and conduct screening calls when
necessary.
– Assessment
– Schedule and monitor test sessions, ensuring compliance with recruitment policies.
– Coordinate with Field HR Focal Points for arranging and documenting test sessions in
the field.
– Conduct interviews with panel members and coordinate interview schedules.
Selection
– Facilitate post-interview decision-making processes among panel members.
– Conduct background checks, including reference, security, and anti-terrorism checks,
prior to hiring.

– Prepare and coordinate the delivery of offer packages to selected candidates in
collaboration with the HR Coordinator and hiring managers.
Documentation and Reporting
– Ensure all recruitment documents are completed and archived as per the standard file
checklist.
– Maintain and update the recruitment tracker, sharing it weekly with management.
– Provide monthly recruitment progress reports to the HR Coordinator, highlighting
achievements and areas for improvement.
– Maintain a database of reserved candidates and explore opportunities for re-
engagement with former staff to reduce recruitment lead times.
– Monitor compliance of participants throughout the recruitment process.
Others
– Actively collaborate with the HR Coordinator to enhance recruitment initiatives.
– Review and validate recruitment documents submitted by Field HR Focal Points.

2. Induction

Coordination
– Inform relevant departments and offices (e.g., Logistics, HR Admin, Line Manager,
Head of Base/Program/Project Manager) about new hires.
– Use the Briefing Checklist (BCL) to coordinate with departments to ensure
comprehensive induction for new hires, archiving the finalized document.
Induction Sessions
– Deliver and arrange presentations on relevant HR topics tailored to the new hire’s
category and contract type.
– Track, document, and report inductions/briefings monthly, maintaining attendance
records for all sessions.
International Staff
– Coordinate mission-level briefings for international staff, ensuring timely delivery of
necessary information upon their deployment.
Refresher Sessions
– Conduct regular refresher sessions on specific HR topics, addressing staff questions.
– Coordinate with other departments to ensure regular delivery of refresher induction
sessions.
Additional Responsibilities
– Perform other relevant tasks assigned by the line manager.

Qualifications & Preferred Skills

Requirements

Education
– University Degree in Business Management/Administration is preferred
Professional experience
– Minimum 2 years of experience in Recruitment/Talent Acquisition
– Additional Human Resources experience is preferred (2-4 years of experience)
– Experience in the humanitarian sector (NGOs) is preferred
Professional requirements
– Computer literacy (Word, Excel, Power Point)
