Title: Recruitment of a Consultant to capitalize on the experience of the Greater Mekong Sub-region in Asia on the major role of CHWs in the fight against malaria in Cameroon

  1. Context

The Greater Mekong Sub-region in Asia faces major challenges in the fight against malaria. As part of the efforts to eliminate malaria in the countries of this region, Community Health Workers (CHWs) are heavily involved in malaria eradication policies and strategies. They play a major role in providing primary health care, raising community awareness and facilitating access to screening and treatment services. The good practices observed in the actions carried out by these CHWs constitute lessons learned that can be duplicated in other contexts.

Impact Santé Afrique (ISA) is a non-governmental organization based in Cameroon, whose main objective is to help improve people’s health. It has set up the initiative “Equitable Access in Malaria Fight”, to increase the involvement of civil society in the implementation of the National Strategic Plan for the Fight against Malaria in Cameroon. As part of the implementation of this project’s activities, a study will be carried out to better identify and understand the major role played by Community Health Workers in eliminating malaria in the Greater Mekong Sub-Region. The results of this study will be used to capitalize on their experience in the local context of the fight against malaria in Cameroon.

To this end, ISA is recruiting a National Consultant who will be responsible for capitalizing on the experience of the Greater Mekong Sub-region in Asia on the major role of CHWs in the local context of the fight against malaria in Cameroon. This capitalization will contribute to the development of recommendations and strategies aimed at strengthening the use and effectiveness of CHWs in the fight against malaria in Cameroon.

Objectives

The main objective of this consultancy mission is to develop an advocacy document presenting best practices based on the experience of the major role of CHWs in the fight against malaria in the Greater Mekong Sub-region, recommendations and strategies that can be used to strengthen the use and effectiveness of CHWs in the fight against malaria in Cameroon. This document will mainly target leaders and decision-makers as well as civil society actors present in decision-making bodies in the fight against malaria in Cameroon.

Specifically, the Consultant will be required to:

  • Propose a methodology for drafting the advocacy document;
  • Draft the advocacy document ;
  • Review and validate the document;
  • Present the summary of this document at the workshop to present the results and capitalize on the experience of the Greater Mekong Sub-region, at the NMCP – CS4ME Cameroon Taskforce.

2. Duties and responsibilities of the consultant

Under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Project Coordinator and the Project Officer – Civil Society Coordination of the “Equitable Access in Malaria Fight” Initiative, the consultant will carry out the following activities:

  • Participation in working meetings with ISA team, CS4ME secretariat and other partners within the framework of this mission;
  • Drafting of an advocacy document presenting best practices based on the experience of the major role of CHWs in the fight against malaria in the Greater Mekong Sub-region, recommendations and strategies that can be used to strengthen the use and effectiveness of CHWs in the fight against malaria in Cameroon;
  • Review and validation of the advocacy document;
  • Presentation of the summary of this document at the workshop to present the results and capitalize on the experience of the Greater Mekong Sub-region, to the NMCP – CS4ME Cameroon Taskforce;
  • Drafting and submission of the end-of-mission report.

Main expected results and deliverables:

  1. An advocacy document presenting good practices from the experience of the major role of CHWs in the fight against malaria in the Greater Mekong Sub-region, recommendations and strategies that can be used to strengthen the use and effectiveness of CHWs in the fight against malaria in Cameroon, is developed, reviewed and validated;
  2. The summary of this document is presented to the members of the NMCP – CS4ME Cameroon Taskforce during the workshop to present the results and capitalize on the experience of the Greater Mekong Sub-Region;
  3. An end-of-mission report is drawn up and submitted to the NGO Impact Santé Afrique (ISA).

1. Period of the consultancy assignment

This consultancy mission will take place from Monday 1st to Friday 26th April 2024.

2. Candidate profile

The consultancy will involve the recruitment of a consultant with the following qualifications and skills:

  • Degree in one or more of the following areas: Master’s degree in Project Management, Public Health/Community Health, Social Sciences, Development Sciences or equivalent specialization;
  • Proven experience in the fight against malaria, implementation of interventions under community directives, advocacy and community engagement;
  • Good writing, analytical and summary skills;
  • Experience in facilitating workshops with multisectoral partners in the health sector, leadership qualities and consensus-building skills;
  • Perfect oral and written command of French and/or English;
  • Familiarity with remote meeting and conferencing applications.

4. Evaluation of bids

The evaluation of the tenders received will be based in particular on the following criteria:

(i) The candidate’s experience in carrying out assignments similar to those specified in these terms of reference;

(ii) The understanding of the expectations of the assignment and the proposed intervention methodology;

(iii) The proposed financial offer.
