Program Overview: Iraq Together (Ma’an) Activity is a USAID program implementing by Chemonics International under its local registration in the federal Iraq and seeking for a recruitment specialist based in Baghdad. Iraq Together aims to provide more equitable, efficient, and sustainable public services in Iraq, as well as improving government responsiveness to citizens’ needs and demands. Objectives of this project include working with the Government of Iraq (GOI) to improve service delivery and strengthen democratic and participatory governance
Position Overview: The Recruitment Specialist reports to the Operations Manager and is responsible for assisting in local recruitment as we start up the USAID Iraq Together (Ma’an) project. It is a priority that the remining open local staff positions are recruited and onboarded for the timely and continued implementation of the activity. This position will assist in posting, sorting, and selecting qualified local staff for long-term and short-term positions as well as supporting the Human Resources Officer with recruitment management and onboarding. This position is open to Iraqi nationals residing in Bagdad, Iraq.
Responsibilities include, but are not limited to:
- Assist in completing a competitive local recruit for existing open LT technical positions and consultants.
- Work closely with the project human resource staff and recruitment to assisting to implement and enhance current and future recruitment processes and compliance systems as outlines in the Project Policy and Procedures Manual, approved by USAID.
- Review CVs and match skill sets from interested local national candidates with open positions.
- Assist in administering the process of collecting references, verify biodata, and perform due diligence for selected candidates.
- Ensure biodata forms and employment agreements are completed in accordance with corporate policies, USAID regulations, Iraqi local labor laws and compliance procedures set out in the approved project Field Policy and Procedures Manual.
- Assist in the management and organization of local recruitment-related correspondence.
Duration of the Assignment:
The duration of assignment is approximately 52 days based on a six-day work week. The assignment may be extended with Chemonics approval. The assignment is proposed to start o/a July 01st, 2024.
Qualifications & Preferred Skills
The qualifications required for this position are as follows:
- Experience in USAID rules and regulations.
- Experience in Chemonics policies, procedures and project management work.
- Experience assisting in local project recruits.
- Highly organized and attentive to detail.
- Demonstrated leadership, management, organizational, and decision-making skills, particularly in training and mentoring of staff.
