Responsible to be the technical lead on both JEOP and WFP projects in Tigray and provide support to the field team to ensure the proper project management cycle is in place. This role will be based at Shire and will frequently travel to all operation areas and is expected to work closely with the Tigray Regional Manager to ensure the implementations are of the highest quality by providing technical and capacity building support, guidance, and direction in a timely and appropriate manner. Will also be responsible for coaching the JEOP and WFP project AP and cluster staff and representing FH Ethiopia in the food cluster and other relevant meetings.

Principal Responsibilities
Coordinating FH Ethiopia GFD Projects (JEOP and WFP)
• Provide technical support and deliver JEOP and WFP planning and designing process are as per the donor and Relief and Humanitarian Program strategy.
• Facilitate and ensure that JEOP and WFP budget plan, annual operation plan and budget narrative are being prepared and submitted timely.
• Ensure that all JEOP and WFP projects execution is going on the right track as per the agreed upon documents (including time, scope and budget] by keeping CRS, WFP, government and internal standards.
• Provide full technical project and financial management support to the JEOP and WFP AP and coordination team currently operational in target woredas.
• Responsible for assessing staffing needs for the area program offices and ensuring that all required project staff are hired, transferred, as needed from one woreda/within the zone to other woreda/regions as deemed appropriate and necessary.
• Ensure that concerned departments make in place all necessary resources (financial, commodity, human and material) for smooth project implementation.
• Provide overall JEOP and WFP project updates to Tigray regional managers on weekly basis and whenever there are various technical working group meetings.
• Ensure that Food for the Hungry Ethiopia (FHE) is represented well in regional and zonal level food cluster meetings.
• Liaison FHE with regional and zonal government’s offices in connection with both JEOP and WFP projects implementation.
• Closely follow up the budget utilization status and ensure that the monthly variance report and corrective action plan are prepared and submitted by respective AP managers.
• Ensure that monthly RHP department performance tracking is updated in a timely manner and accessible to all stakeholders.
• Ensure that all payments are made and recorded in a timely manner.

JEOP and WFP Projects Coordination (study, designing, implementation, monitoring, reporting, and funding)
• Look particularly into monitoring tools and ensure the proper functioning of VBT registration monitoring, performance monitoring, post distribution monitoring, distribution point monitoring, end-use check, warehouse monitoring, etc.
• Make sure all project inputs and processes are used for smooth project implementation.
• Review progress towards output, outcome and standards while developing and implementing methods and criteria for obtaining results and provide feedback to the MEL manager. And make sure regular reports are submitted in time to the standard quality.
• Work closely with respective areas program managers, regional and operational managers on overall JEOP and WFP project activities performed in Tigray.
• Ensure that the capacity-building training for the staff and the people we serve is provided as per the set plan.
• To make sure the implementation is on Scope, on Time and on Budget to ensure – remain on promise.
• Ensure healthy relationship and communication with staff in the operation areas.

Early Warning and Early Action
• Ensure implementation of and coordinate disability and youth inclusion capacity building and technical support activities such as training, coaching, and materials review / adaptation to ensure assigned project activities are implemented per project guidelines and standards.
• Ensure the people we serve are targeted properly using the vulnerability-based targeting (VBT) and facilitate a conducive working environment for sector leads.
• Ensure the proper transfer of short message system (SMS) data from all AP and regional offices.
• Review early warning situation reports (monthly and quarterly) from the respective AP offices and follow up the transfer of data to concerned bodies.
• Assess and identify the capacity needs of AP and regional/coordination staff and facilitate appropriate training and build their capacity.
• Facilitate and ensure proper representation of JEOP and WFP in multi-agency assessment mission and different food related clusters.

Risk and Compliance Related Tasks
• Ensure FHE AP JEOP and WFP staff work closely with CRS and WFP Risk and Compliance Monitors during their field visit and internal monitors.
• Ensure that the proper closure of monitoring findings originated from both FHE. CRS and WFP.
• Closely work with RHA risk and compliance senior manager on identification of risk factors at each FDP that might hinder proper implementation of JEOP and WFP projects.
• Work closely with the RHA risk and compliance senior manager to develop tools to conduct operational performance audit at all levels.

Project Designing, Monitoring and Evaluation Activities
• Facilitate frequent field and virtual monitoring of the JEOP and WFP projects activities at different levels to maintain internal and donors’ standards.
• Ensure that all JEOP and WFP related reports are prepared and submitted in a timely manner to respective stakeholders such as AAR, Bi-annual, quarterly, monthly, and weekly reports.
• Work closely with the MEL manager to develop tools to implement paper free communication remotely to have real time information/data from FDPs and PDPs.
• Ensure joint accountability mechanism (JAM) activities are functioning in all AP commodity distribution operations.
• Make sure regular and pre-scheduled monitoring by all internal and external stakeholders and ensure action points are taken care of.
• Accompany donors, external auditors and visitors to the operational areas whenever necessary.
• Ensure no food sales and/or diversions happen within operational areas.

Gender Responsibility
• Provide adequate time for staff to participate in gender sensitivity workshops and related events.
• Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
• Build a better gender balance in staffing through affirmative action.
• Observe if women staff are as involved as men in high-profile activities, such as interaction with visitors and chairing meetings, and take corrective action if warranted.
• Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
• Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues.

Safety and Security Responsibility
• Encourages compliance of Safety and Security principles and policies of the organization by all staff.
• Visiting project offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures.
• Explains to staff the reasoning behind the organization’s safety and security policies and procedures.
• Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, conduct briefing and training sessions.
• Ensure safety and security objectives are added to performance reviews and evaluations of all staff members.
• Encourage staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Job Level Specifications

• Demonstrated computer-operating skills, including proficiency in Google platforms, Microsoft Office products (Word, Excel, Access, and PowerPoint) and virtual technologies such as Skype and/or Zoom.

• Proficiency in both spoken and written English.
• Ability to write reports and business correspondence.

• Ability to travel up to 50% of time per year in Ethiopia, to insecure countries or locations.

Experience
• Typically, 10 years of experience in general food distribution, preferably in an INGO and UN/Donor Settings.
• Prior experience in a complex, matrixed organization, with the ability to scale processes in a global, professional, service organization.
• Non-profit ministry experience is a plus.

Education/Certifications
• Master’s degree in agriculture, food science, or in relief and humanitarian related field of study.

Typically, successful candidates are hired at a salary rate up to midpoint of the range, based on relevant experience, internal equity, and budgetary allowances.
