Position Summary

A Temporary full-time appointment for a qualified Regional Biosecurity Plan (RBP) Technician position is available with CEMML and duty-stationed on Guam in compliance with the U.S. Fish & Wildlife Service Mariana Islands Training and Testing Biological Opinion of 2015 and the Navy-funded

Project Statement of Work that implement regional biosecurity measures to prevent introduction and promote control and management of invasive species.

The Center for Environmental Management of Military Lands (CEMML) is a research, education, and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense and other public lands. LOCATION: This position is duty stationed at the CEMML Joint Region Marianas (JRM) Area of Responsibility (AOR) Biosecurity Program office in Asan, Guam, a self-governing territory of the United States located 3,300 miles west of Hawaii and 1,500 miles east of the Philippines. Joint Region Marianas (JRM) was established in 2009 as the U.S. Navy and U.S. Air Force on Guam combined headquarters. While the Navy has numerous environmental protection programs in the region, a comprehensive biosecurity program to ensure protection of native plants and animals is a top priority.

This is a fully in-person position and is not eligible for hybrid or remote work arrangements.

Duties/Responsibilities include:

The RBP Technician will support the implementation of the Biosecurity Plan through various tasks. Responsibilities may include:

• Conducting early detection surveys (EDS), which consist of presence/absence surveys of all taxa (small mammals, arthropods, herpetofauna, and plants) on military training and staging areas.
• Assisting with the management of coconut rhinoceros beetle (CRB) and high-risk invasive weeds. CRB work includes baiting, removal, trap maintenance, and breeding site surveys, whereas vegetation management includes mechanical and chemical control methods of species such as skunk vine and itch grass.
• Conducting biosecurity inspections of military cargo for non-training events in support of US Navy Joint • Region Marianas to ensure that military vehicles, equipment, and supplies comply with military sanitation guidelines.
• Recording and entering field data using smartphones and computer tablets.
• Operating gas and battery power tools including bush cutters, chainsaws, and hedgers.
• There will likely be opportunities to assist with other ecological tasks, including surveys for endangered species and rapid response to biosecurity issues.
• This is a full-time (40 hours/week) temporary appointment (not to exceed 12 months) and will be physically located in Guam.

Minimum Requirements

• A minimum of a high school diploma, GED, or equivalent.
• Minimum of 12 months of professional work experience with landscaping, agriculture, invasive species-control, or natural resources. Experience needs to be well-documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.
• Training or experience conducting fieldwork and accurately recording, entering, and proofing data.
• Training or experience using field data collection applications on smartphones, data tablets, and/or GPS units.
• Must be able to deploy from Guam to locations in the Commonwealth of the Northern Mariana Islands (CNMI), sometimes on short notice, with the possibility of working overtime, during nights, weekends, and holidays whenever necessary.
• Must be capable of walking several consecutive miles carrying gear of up to 30 pounds and performing light manual labor in a hot tropical environment, often windy/rainy and on uneven terrain.
• Must be able to take photographs and collect samples of plants, insects, and animals for identification. • Work is often conducted on hot, paved surfaces with little shade provided.

Preferred Requirements

• Experience working in the Pacific or other island ecosystems focusing on plants, arthropods, reptiles, amphibians, small mammals, or gastropods.
• One or more years of professional experience conducting invasive species management utilizing chemical, cultural, biological and/or mechanical control techniques.
• Possession of Guam CORE pesticide applicator’s license, or equivalent qualifications from other U.S. States.
• Experience operating and maintaining power tools and field equipment in varied environmental conditions.
• Ability to take photographs and collect samples of plants, insects, and animals for identification.
• Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders, organizations, military personnel, and other associated individuals.
• Experience and familiarity working with active-duty military units or in the military environment or other highly structured organization.

Familiar with DoD/Navy environmental, biosecurity, and safety regulations.
