Purpose and Objectives: The Transboundary Rivers of South Asia (TROSA-2) project is a water governance program funded by the Government of Sweden. It aims to ensure that riverine communities uphold their rights, build resilience, and participate in water resource management. ADPC supports the program led by OXFAM Asia to improve cooperation in governing shared water resources, and strengthening resilience to climate change of riparian communities in the transboundary Ganges-Brahmaputra-Meghan (GBM) river basins.

The goal of the project is to create Improved cooperation in governing shared water resources, strengthening resilience to climate change of riparian communities in the transboundary Ganges-Brahmaputra-Meghna River basins.

The project focuses on two outcomes:

  • Strengthened leadership of civil society, especially women and youth to influence the government and the private sector on water governance across the transboundary GBM basins. The project focuses on building strengthened local level climate finance mechanisms and investments across transboundary basins and also focuses on identifying women and youth leaders in the sphere of water governance and strengthening their capacities to advocate for specific transboundary issues in the GBM basins related to the communities in Nepal, India, and Bangladesh.
  • Strengthened cooperation, collaboration, and accountability across and between transboundary GBM basins. This is for integrating rights and equality for regional cooperation on water governance for the GBM basin to strengthen understanding and accountability and to build transboundary dialogue to build resilience and cooperation among river basins.

In this setting, a development sector professional is required to provide inputs on the following activities:

  • Implementation of capacity-building strategies for women and youth leaders by supporting in preparation and approval of e-modules based on consultations.
  • Using Framework for Integration of Rights and Equality (FIRE) for regional cooperation on water governance for the GBM basins to strengthen understanding and accountability on rights and equality enhancing transboundary dialogue to build resilience and cooperation among river basins.

Expected Outputs:

The Consultant will be expected to produce the technical and research-based deliverables in line with the terms of reference of this assignment by performing specific tasks as outlined in the Responsibilities and Tasks section and the deliverable plan.

  1. Coordination, and research support, draft concept notes, summary reports, and brochures for the regional workshop on women and youth leaders in the sphere of water governance at the local and National levels.
  2. Research, support, and coordination with team members in drafting e-modules technical assistance to advocate gender and youth issues in water governance at the national and local levels.
  3. Strategize and support the Capacity development of women and youth leaders by developing strategy and concept notes, summary reports, policy briefs, and other knowledge products.
  4. Support, coordinate, and prepare regional-level transboundary dialogue and in finalizing of regional water governance guidelines.

Responsibilities and Tasks:

The consultant will be responsible for the following:

  1. Preparing required knowledge products under the process of identifying youth and women leaders in the sphere of water governance across the Ganges-Brahmaputra and Meghna basin related to community groups in Nepal, India, and Bangladesh.
  2. Support in coordination, research, and preparing a cohort of women and youth leaders in the regional platform to advocate for improved water governance and build climate resilience.
  3. Support in research, coordination, and drafting the capacity development of women and youth leaders through training through the e-modules.
  4. Support in research, coordination, and drafting meeting minutes reports, summary reports, policy briefs, and of cooperation, collaboration, and accountability across and between the transboundary GBM basin area.
  5. Overall support in research, writing, and analysis to prepare required knowledge products as required under project deliverables.
  6. Any other work assigned by the Project Director.

Working Principles: The consultant will report to the Director of the Risk Governance department. In Addition, the consultant will work closely with the project team and receive support from the team members continuously to achieve completion of the listed deliverables. The consultant is required to have a meeting every two weeks with the project team of ADPC to update the progress in addition to any need-based meetings arranged under TROSA-2.

Qualifications:

  1. A master’s degree or equivalent in environmental, climate sciences, or a relevant discipline would be preferred.
  2. A minimum of 2+ years of experience in the research and writing or development sector or transboundary water governance or climate adaptation in the South Asian Region.
  3. Experience in research, preparation of concept notes, summary reports, technical reports, e-modules, strategies for women and youth, Water governance guidelines reports, and other relevant knowledge products.
  4. Demonstrated leadership and experience in coordination with partners, technical experts, and advisory groups.
  5. Similar work experience in academia/Government/INGO/bilateral or multilateral development partner-funded projects is preferable.
  6. Demonstrated ability and plan and organize work and time independently.
  7. Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment.
  8. Strong desire to learn, and undertake new challenges, must be a creative problem-solver, must have self-confidence, willing to work hard, and to deliver quality work.

Duty Station: Bangkok Based

Duration: The total time of the assignment is seven (7) months.

Itinerary: If the Consultant is required to travel for field work, consultations, meetings, and workshops the cost of official travel, if any, is to be borne by the TROSA project of ADPC.

Condition of payment: The payment will be made monthly (Time-based) in consideration of the services and performed in connection with this Contract.

Selection Method:

The consultant will be selected by ADPC’s recruitment process and policy guidelines.
