Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. Job Summary
As the Regional Controller (RC), you will be a key field-focusing business partner for financial topics of INSO Country Offices within your region of responsibility and a sparring partner for Country Directors (CD) and Regional Directors (RD). As a technical referent to local Finance Teams, you will provide additional assurance by overseeing all financial planning-, forecasting- and analysis-related areas, both within grant management and at INSO Country organisation level.
You will participate in cross-functional global and regional projects where financial input is required. Collectively with other RCs you optimise and standardise INSO approaches to forward-looking financial processes and guide the organisation in this respect. You will cooperate with the Headquarters (HQ) Finance Operations (FO) Team, who support and control Countries in accounting and reporting matters.
Main responsibilities
Field support:
Budgets, forecasts and cashflow management
- Maintain effective control over budgets and planning.
- Monitor cashflow effectively.
Grant Management & Reporting
- Coordinate with field-based managers, the HQ grant management team and the RD(s) on responses to donors.
- Manage the donor reporting cycle with countries and coordinate providing meaningful explanations on significant variances.
Team, process, and internal controls
- Maintain effective working knowledge on donors’ rules and regulations, countries tax and labour laws, and all policies and procedures within the organisation;
- With guidance from the FO Team, facilitate the provision of information to external or internal auditors and ensure financial data of countries is easily accessible;
- Participate in recruitment and the capacity building of Countries’ FMs, travel to countries and deliver or organise on-site induction, orientation, trainings.
Global and regional level projects and business partnering:
Projects & organisational development
- Business-partner with RD(s) and other HQ departments in any financial forecast, simulation or analysis; support start-ups and scoping missions as assigned;
- Actively participate in the revision of global financial topics and policies; support or lead, as assigned, organisation-wide standardisation of planning and analysis processes, as well as financial systems development;
Grant Management
- Lead and coordinate assigned regional/global grants budgeting and align with FO on modality, timeliness and completeness of reporting;
- Cooperate with RD(s), HQ Grant Management Team, FD and other Regional Controllers on regional grants realignment if cross-regional and cross-grant discussions are initiated.
Requirements
Essential
- At least 10 years of relevant work experience in direct accounting and finance with a minimum of 3 years’ in the NGO sector;
- Degree in finance, business administration, management, economics or similar;
- Proficient in Excel and accounting systems;
- At least 2 years experience in financial budgeting and forecasting processes;
- Proficient with key financial concepts, like the management of P&L vs Cash flow;
- Good working knowledge of main humanitarian donors’ regulations (USAID, ECHO, DFID etc);
- Fluent in English and French.
Desirable
- Completed accountancy qualification (CIMA/ACCA/ACA or similar);
- Knowledge of budgeting software or previous experience with rolling out budgeting tools.
- Experience with SUNSYSTEM and Q&A reporting tool;
- Dutch language.

Salaire
Terms & Conditions
Fixed-term (renewable) full-time contract based in The Hague, Netherlands. It is a Dutch contract based on the Dutch social security and taxation rules with a €6,400 per month gross salary + 8% vacation pay (vakantiegeld) and 2.5 days annual leave per month. We provide Basic Premium ONVZ health insurance in the Netherlands and travel insurance when travelling for work. This position is eligible for a Highly Skilled Migrant visa and relocation allowance.
