Salary Information

EGP£ 67,319 net per annum. Free of Egypt income tax and subject to pension and private medical insurance deductions. 30 days annual leave per year (pro rata)

Purpose

To facilitate IMO’s input into national and regional development strategies and provide active field-level participation in the development, coordination and implementation of TC activities organized through the IMO’s Integrated Technical Cooperation Programme (ITCP) and any other projects funded by voluntary donations or funds-in-trust for which IMO acts as the executing or cooperating agency.The vacancy is open to nationals of any of the following Arab States within the MENA region: For a list of these countries please see https://www.imo.org/en/OurWork/TechnicalCooperation/Pages/ArabStatesMR.aspxThis vacancy is open to all qualified candidates. Duties and Responsibilities

The incumbent will report to the Head, Eastern Europe (EE) and Middle East and North Africa (MENA) Section under the overall direction of the Senior Deputy Director, Sub-Division for Maritime Development (SMD), TCID and will undertake any duties assigned to him/her in connection with IMO’s ITCP. This will include, inter alia: 1. To identify maritime needs and priorities in conjunction with relevant countries, institutions or networks for subsequent review and consideration by the Head, EE and MENA Section for integration into the ITCP;2. To plan, coordinate in conjunction with the designated team and ensure the delivery of IMO’s ITCP and any other (externally funded) projects in the region under the direct supervision of the Head, EE and MENA Section;3. To cooperate in capacity-building programmes so as to achieve national, subregional and regional execution of projects in the maritime sector;4. To promote IMO’s technical competence, experience, and comparative advantage during the formulation of country-specific United Nations Development Assistance Framework (UNDAF) through active participation in the UN Country Teams (UNCT) activities with a view to aligning the delivery of the ITCP with relevant programmes in collaboration with UNDP;5. To assist in identifying potential funding sources at bilateral and multilateral levels;6. To promote IMO’s ITCP as a tool for the implementation of the 2030 Agenda and its alignment with national policies and strategies considering cross-cutting issues, UNCT’s work and the work of UNDAF;7. To identify and establish good working relations with key regional IGOs and NGOs in the MENA region with a similar and/or overlapping scope of work as the IMO on any maritime-related matters;8. To represent the Organization, as directed, at national, subregional, regional and global meetings and conferences, to advise on relevant aspects of the work of IMO and of the IMO’s ITCP;9. To provide information for inclusion in documents on matters related to technical cooperation for presentation to the Assembly, Council, Technical Cooperation Committee, UN Regional Economic Commissions, donor meetings, regional development banks, etc.;10. To report regularly to the Head, EE and MENA Section, including submission of quarterly progress reports, and supervise the administrative assistant(s).11. To undertake any other tasks assigned by the Director, TCID or the Senior Deputy Director, SMD or the Head, EE and MENA Section

Required Competencies

1. Pragmatic attitude and sensitivity to the region’s cultural, political, and other characteristics. 2. Thoroughness and excellent attention to detail in all responsibilities, ensuring consistency in delivery and implementation. 3. Ability to build consensus, collaboration, effective communication and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context. 4. Skills in facilitation and coordination of regional and national level technical assistance activities, resource mobilization and demonstrated ability to work in an independent manner. 5. Effective oral and written communication skills in French and English, ability to provide guidance and explain positions to a variety of audiences. 6. Excellent planning skills and a high degree of initiative together with the ability to work under pressure and manage conflicting priorities to deliver high-quality outputs within prescribed time and costs. 7. Demonstrates sound judgement and analysis of situation and a solution-oriented approach

Experience

Minimum of seven years’ progressively responsible professional experience in designing, budgeting, and implementing programmes and activities related to maritime safety, security, training, or maritime legal matters is essential. Experience in participating in international/regional meetings and working in maritime administration would be an asset

Education

Advanced university degree in maritime affairs, maritime law, maritime shipping, international development, or related field is essential

Language Skills

Proficiency in English and Arabic languages (written and oral) is essential

Others

Proficiency in MS Office applications and project management skills are essential. Knowledge of IMO’s regulatory framework and of its technical assistance programmes would be an asset. Familiarity with the challenges faced by the Arab States of the MENA region in the implementation of IMO instruments and in the establishment, functioning and development of efficient maritime administrations, shipping and port services, marine pollution prevention and response, and United Nations 2030 Agenda and its Sustainable Development Goals (SDGs) would be an asset
