The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose
The Regional Protection Data Manager 1 (RDM1) works at the ICRC “Regional Data Protection Office” (RPDO) in Bogota. This Office provides context specific technical guidance and support with regards to data management to Protection Teams across the American region. It checks and ensures homogeneity in the Protection data management considering ICRC standards as well as context, regional and global procedures. It prepares regional statistics as well as analytical reports to support – with evidence-based analysis – the strategies of the Delegations.
The RDM1 under the supervision of the Senior(s) RDM2 contributes actively to the above and has a specific focus in supporting specific delegations in addition to the specific topics/tasks assigned.
tasks and responsibilities
· Contributes to promote and disseminates policies, rules and procedures related to data management.
· Contributes to the monitoring and/or ultimately ensures the coherence and consistency of the Protection data and data management in the field.
· Technical reference in CTA Protection data management tools (PROT6, Familylinks Answers, Familylinks website, and Familylinks extranet).
· Provides analytical reporting related to Data Management: contextual support and global analysis.
· Supports the participation to Protection regional fora (RFL meeting, Co-Prot regional meeting, …)
· Contributes to the development of a networking related to the domain of protection data management.
· Advises on the use of the different functionalities (import/export of lists, data sharing, Secure File Exchange…).
Minimum requirements and required skills
- University degree or equivalent in information management, document management, file management, system management, or equivalent experience. Or University degree in social sciences with extensive experience in information management and database management.
- Typically, 5-9 years overall professional experience
- Minimum 3-4 years’ experience in a similar field
- Excellent/Medium command of English (Minimum B2 Level in English)
- Excellent computer literacy.
- Knowledge of BI, SQL, statistical packages, Tableau is an asset.
- Ability to interact effectively with data users, managers and other stakeholders
- Ability to understand new business processes and their interplay with software and organizational structure.
- If you do not have Colombian nationality, you must be legally authorized to work in Colombia (work permit, residence, or legal status), since the organization does not process visas.
