The Debt Management and Financial Analysis System (DMFAS) Programme of United Nations Conference on Trade and Development (UNCTAD) is a technical cooperation Programme that provides technical assistance to developing countries to assist them in strengthening their capacity to manage effectively and sustainably public debt, in support of debt transparency, good governance and poverty reduction. The Programme provides capacity building on debt recording, processing monitoring, reporting and debt analysis through the provision of its debt management software (the DMFAS system), as well as training and advisory services in debt management and interfacing with integrated information financial management systems. The Programme is currently supporting over sixty countries. The Debt Management – DMFAS Programme has decentralized some of the maintenance and developing activities to Latin American region.
This position is located in the DMFAS Programme of the Debt and Development Finance Branch of the Division on Globalization and Development Strategies, UNCTAD.
Position Purpose
The regional user representative and project manager will be responsible for defining the functional requirements/specifications for the system and testing the new functionalities with emphasis in the requirements of the region. He/she will also be responsible for providing Helpdesk assistance on functional issues of the various versions of the system to DMFAS users. He/she will provide training and act as project manager. Also in all these areas the emphasis of the regional user representative and project manager work will be on DMFAS clients in Latin America.
Duties and Responsibilities
Provides expert advice on systems analysis and design in accordance with the needs of beneficiaries and current and forecasted best practice in debt management.
- Prepare user requirement specifications in line with the project plan and agreed standards.
- Assist the IT group, project managers, users, and other concerned parties (internal and external to the DMFAS Programme) in the interpretation of the user requirement definitions.
- Conduct technical needs assessment.
Ensure quality of system developments and helpdesk
- Test the system to assure that it meets specifications as part of the overall quality control.
- Identify the need for modifications to existing application or respond to requests from users.
- Review and assure quality of user documentation.
- Analyze and record user requests in accordance with the goals and timescales of the work Programme.
- Produce regular status report on requests and enhancements.
- Handle all client requests from Latin America national and sub national governments for assistance with the functional areas of the DMFAS system.
Train users in the use of the DMFAS software
- Provides training and/or support to client functional staff in functional aspects of the DMFAS software, preparing comprehensive understandable technical documents and technical presentations required for the workshops/missions or through the Programme’s Helpdesk
Act as project manager for a series of institutions/countries in the region
- Draft project document for countries and institutions in portfolio.
- Coordinate delivery of activities.
- Ensure effective reporting on project activities and on performance indicators for the countries/institutions in portfolio.
- Monitor the work of the regional consultants.
Other
- Participate in country missions as requested.
- Collaborate as requested with regional partners.
- Contribute to the development of capacity-building products as requested.

Required Skills and Experience
Education:
- Master’s Degree or equivalent in Economics, Finance, Business Administration or related field.
- Bachelor’s degree in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the master’s degree.
Experience:
- Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of experience in the field of public finance or debt management.
- In addition, a minimum of 2 years’ experience delivering technical assistance in public debt management, and at least 1 year experience delivering capacity-building in public debt management and 1 year experience of providing training on the Debt Management & Financial Analysis System (DMFAS) are required.
- Comprehensive knowledge of the Debt Management & Financial Analysis System (DMFAS) is required.
Languages:
- Fluency in English and Spanish is required.
Desirable criteria:
- Experience managing projects is desirable.
- Relevant experience of working in a debt management office is highly desirable.
- Experience of working in a UN Organisation/Agency is desirable.
- Knowledge of another UN official language is an advantage.
