Job Summary

This role is dedicated only to one project – GFFO funded Regional project. The responsibility of the Regional Finance Coordinator (RFC) is to ensure the programme’s appropriate financial and grant management, both the donor contract management and compliance (ensuring donor rules are applied and respected, consolidated donor reports are prepared and submitted timely and with the needed accuracy, other donor requirements are met, etc) and the sub grants management and oversight, as per CARE relevant policies. The staff will work with respective CARE units both in CARE Northeast Syria (NES), CARE Northwest Syria (NWS), CARE Yemen, CARE Palestine and CARE Germany to review and consolidate all forecasts and financial reports for all parties involved, consisting of general ledgers generated by the respective finance software as per the donor requirements stipulated in the IPIA. The RFC will support assigned initiatives to run an efficient budget management and guide the programme and finance staff on donor requirements/guidelines and rules of managing the Grant.

Responsibilities and Tasks

Job Responsibility 1: Financial Reporting (30%)

  • Review and consolidate the financial report from all Country Offices, that is, CARE NES, CARE NWS, CARE Yemen, CARE Palestine including partner costs using correct template and ensure timely submission as stipulated in the IPIA.
  • Run regular expenditure reports for the grant (ensuring partners’ financial reports are captured) and submit to Program team for joint review and analysis.

Job Responsibility 2: Budget Management (30%)

  • Prepare the consolidated forecast for the project incorporating input from all implementing Country Offices including partner costs using the template provided for in the IPIA.
  • Prepare budget revision templates based on the consolidated recommendations coming from the COs. This requires financial and expenditure reports analysis and on donor rules and regulations related to budget flexibility.
  • Support and advise RPC on need for budget modifications and agreements (e.g., extensions, earlier terminations, change of approved amounts, revisions of budgets, etc) and prepare a consolidated necessary financial documentation for approval of modification by CARE Germany Desk Officer.

Job Responsibility 3: Compliance (20%)

  • Conduct compliance and financial management training for all finance staff that are supporting the project.
  • If donor requires that external audits are conducted during the project duration, lead the entire audit process to ensure timely and quality realization of audits, including the procurement of the audit firm, the agreement on the TOR, overseeing the implementation of the audit, reviewing, and commenting on reports till satisfactory finalization of the audit, etc (all in compliance with CARE standards).
  • Ensure financially relevant aspects in inception and close out meetings are held and documented as per CARE policy with participation of all relevant departments (program team, administration, finance, HR) so that a common understanding of each new initiative is built quickly across all relevant departments of CARE; during these meetings, the RFC will present the specific donor rules and regulations that all staff and partners will need to abide with, with a focus on financial management and budget flexibility, procurement rules, any special per diem rates, any special requirements (e.g. stamping invoices, etc);

Job Responsibility 4: Partnership (20%)

  • Conduct regular (remote-) monitoring of sub grantee performance, analysing results versus scope of work jointly with program, conducting sporadic control checks (if deemed necessary) to the partners and their activities, analysing expenditure versus budget and expenditure versus realized activities, etc.
  • Advise on consolidated, financial modifications in partner agreements in close collaboration with RPC and submits to CARE Germany Desk Officer for approval.

Internal Relationship:

The Regional Finance Coordinator will report to the RPC at RMU, RMU will provide technical assistance if needed. The RFC will work closely with the programme team, the Care country offices and partners and Care Germany. S/he will keep daily contact with the staff working in the assigned projects; with staff members in the Country Office that provide management, financial and logistical support to the programme.

External Relationship:

Externally, the Regional Finance Coordinator will maintain regular contact and dialogue with all implementing Country offices, partners, auditors, other INGOs supporting common partners and organisational development and capacity building service providers that CARE and partners might want to contract.

Qualifications

Education Degree / Training

Required:

A bachelors’ degree in Business Administration, Finance, Accounting or BCOM and/ or Professional Accounting qualification like CPA, CIMA, and ACCA Level

Technical Experience / Technical Skills

Required:

Minimum of ten (10) years of experience from financial management of humanitarian and development projects at a middle or senior management level in auditing, compliance and grant management. Experiences with working in a partnership approach. Regional experience in Middle East Region.

Excellent verbal and written communication skills in English. Knowledge of Arabic is an asset.

Computer skills (email, word, excels, financial management systems,).

Highly motivated to maintain a regular dialogue with CARE’s Country Offices and partner organizations.

Skills in teamwork, facilitation and training. Knowledge of INGO operations and sub-grantee management
