JOB CONTEXT

The South East Asia region is characterized by its size, the diversity of its contexts and, above all, by its cultural and linguistic heterogeneity (7 major languages and more than 500 local languages). This is the region of birth of HI and our activities are still largely traditional, with a dominant in Inclusion (42% of the 2021 budget volume), Rehabilitation (19%) and Mine Action (15%). The region encompasses a wide variety of humanitarian contexts, ranging from the civil war in Myanmar, to support to the Vietnamese government in the development of an international standard of rehabilitation services, or to emergency responses to climate-related disasters in the Philippines.

In February 2020, HI initiated the process of regionalization of the Laos, Cambodia and Vietnam programs, joined later by China (October 2021) and the Philippines (January 2023). The regional office is in Vientiane (Laos). In March 2023, decision has been taken to further merge the Myanmar/Thailand program into the Mekong program to finalize the integration of the Regional Direction and Geographic Direction. The merge should be completed by January 2025 the latest. The Regional Finance Manager will support all the countries within the South East Asia region.

YOUR MISSION

Under the authority of the Regional Director, and in collaboration with the other Support Services Managers, Technical Head of the Program, and Country Managers, the Regional Finance Manager is responsible for leading the finance teams, ensuring compliance with HI’s standards and local rules in the finance field, financial strategy of the program and steering and operational financial management within his/her area of responsibility.

Mission 1 : Management

  • Embodies HI’s values on a daily basis.
  • Understands the strategy, makes it explicit, translates it into operational objectives for his or her team, leads the necessary changes. Gives meaning to each management action. Encourages inter and intra departmental exchanges of practice. Encourages innovation and risk-taking.
  • Organises the operational management of his or her team, structures the work around identified processes, steers performance and facilitates the resolution of problems.
  • Contributes to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behaviour.

Mission 2 : Strategy and steering

  • Contributes towards the drafting, revision and implementation of the financial section of Operational Strategy (StratOp) within his or her area of responsibility area and in line with HI’s financial policies.
  • Oversees the breakdown of financial strategy into action plans and advises on financial issues.
  • Produces, compiles and analyses financial indicators and, if necessary, creates additional indicators.
  • Is in charge of the assessment, mitigation and treatment of financial risks and disputes.
  • Reports on incidents and their treatment to his or her line manager and functional managers.
  • Oversees HI external representation activities related to financial issues, takes part in inter-NGO working groups and ensures the development of partnerships in his or her geographical area.
  • Leads the financial capacity assessment of local partners and the resulting capacity building plans.

Mission 3 : Standards and expertise

  • Oversees the deployment and monitors compliance with all of HI’s financial policies, processes and tools within his or her area of responsibility and, if necessary, develops specific financial tools overseen by his or her line and functional management.
  • Directs and controls HI’s compliance with the legal framework of the countries of intervention and monitors changes in standards and case law and in the practices of other stakeholders working in the finance field.
  • Ensures the production and filing of financial documents ensuring the legality of HI’s operations in the countries of intervention.
  • Ensures compliance with the General Data Protection Regulation (GDPR).
  • Ensures implementation of and compliance with procedure for archiving financial documents and the publication and updating of financial documents in the dedicated workspaces.
  • Supervises internal control in his or her area of responsibility, as well as any necessary corrective actions.

Mission 4 : Operational implementation

  • Ensures financial and budget management
  • Ensures accounts management
  • Ensures the financial management of institutional funding in compliance with “donor” guidelines and contractual obligations
  • Ensures cash-flow management

Mission 5 : Profession facilitation

  • Puts in place and monitors the elements of his or her profession that fall within his or her area of responsibility: dissemination, use and contribution to revisions of standards, monitoring of recommendations for the skills development of the teams, etc.
  • Coordinates profession facilitation in his or her area of responsibility, fosters a team spirit and ensures the inclusion of all team members by encouraging regular contributions, especially through practice-sharing.
  • Develops a pool of local talent.

Mission 6 : Emergency preparedness and response

  • Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response.

CHARACTERISTICS OF THE POSITION

The position can be based anywhere between Laos, Cambodia, Vietnam and the Philippines. Living conditions may vary but are generally quite good with reliable transportation infrastructure, health services, and housing in the capital areas. Travels will often take place between these countries.

YOUR PROFILE

  • You hold a degree in Finance from an accredited educational institution.
  • You can work in English.
  • You have a minimum of 4 years of experience in similar positions, some or all of it with Handicap International/Humanity & Inclusion.
  • You have proven experience in internal control, financial analysis, and financial management in a humanitarian context.
  • You are proficient with HI rules & regulations, tools and ways of working.
  • Previous professional experience in the region and/or knowledge of the region is an asset.

CONDITIONS

At HI, the conditions offered are up to your commitment and adapted to the context of your mission.

  • 3 years International contract starting from 1st, September 2024
  • The international contract provides social cover adapted to your situation:
    – Unemployment insurance benefits for EU nationals
    – Pension scheme
    – Medical coverage with 50% of employee contribution
    – Repatriation insurance paid by HI
  • Salary from 2869 € gross/month upon experience
  • Perdiem: depending on the mission site (Laos, Cambodia, Vietnam, or Philippines) – paid in the field
  • Paid leaves: 25 days per year
  • R&R: 1 day per month
  • Position:

    o Payment for travel costs (air ticket & visa) and transport of your personal effects
    o A child allowance of 100€ per month, per child (from the second child) paid in the field
