Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. Johanniter International Assistance (JIA) is the operational unit for humanitarian aid. The Federal Headquarters (HQ) is based in Berlin, Germany. Background
Johanniter started their activities in Jordan, Lebanon and Syria in 2012, providing emergency aid to Syrian refugees and the affected local population. All support measures are implemented through local partner organisations, focusing on public health, providing emergency services and empowering persons with disabilities, incl. education and livelihood. Further activities include the distribution of aid goods and cash assistance, rehabilitation of shelters, and services in terms of water, sanitation and hygiene. Operating from the Regional Office in Amman the Johanniter monitor projects from Jordan, to North West Syria, Lebanon, Occupied Palestinian Territories, Gaza and West bank, Iraq.
In a Nutshell
You will:
- Support the Heads of Mission in the planning, development and implementation of funding strategies and sources in close cooperation with the Johanniter International Programme and Fundraising department (foundations, companies, and major donors)
- Actively seek funding for the organisation, maintain donor relationships, and represent Johanniter
- Ensure that donor compliance regulations and JIA’s working procedures are adhered to
- Develop training material and conduct capacity building for international and national staff in grants management, spending tracking and compliance
- Support the lobby work of Johanniter values and positioning of Johanniter International Programmes in relevant bodies and represents Johanniter in relevant bodies

Strategy and Vision
- Actively supports the values of Johanniter and shapes programme work according to these values
- Contributes to the development and implementation of Johanniter’s global strategy
- Supports Head of Programme Funding on development and implementation of funding strategies.
- Promotes the position of Johanniter within the NGO community
Programme Development
- Maintains a broad and deep understanding of relevant donor policies, regulations and procedures
Compliance
- Works with the Regional Finance/HR and Log Coordinator to ensure Johanniter and partners fulfil donor compliance requirements.
- Shares information on donor compliance requirements with colleagues and partners.
- Proactively supports the identification of compliance risks, advises on the necessary measures and thus supports the risk management
- Informs colleagues at HQ, country office and/or GSU level of specific compliance issues and supports them in their application.
- Supports the implementation and maintenance of a comprehensive information management system.
Capacity Development
- Conducts capacity building for international and national staff as well as partners on proposal development, donor compliance, or other related topics.
- Develops training materials and carries out training of Johanniter staff and partners
Communication and Representation
- Supports the advocacy work of Johanniter values and positioning of Johanniter in relevant bodies (e.g. ECHO FPA Observer Group, VENRO AG Ko-Fin, ADH working groups)
- Supports the head of mission to represent Johanniter in relevant bodies (e.g. AA, BMZ, ECHO, ADH, VENRO, etc.).
- Clarifies internal and external communication processes related to earmarked funding and ensures that these are respected
Interface with other desks
- Works closely with the programme, finance, communications and other relevant departments, in the acquisition and administration of funding sources
- Supports regular information flow between Johanniter’s programme, fundraising and communication teams
What you bring:
Professional Qualification and Experience:

Academic degree (BA/BSc) in a relevant field (e.g. development studies, disaster management, politics, regional studies)

5 years of relevant work experience in programme fundraising with a proven track record of success
-
Excellent knowledge of trends in the sector, including relevant donors and their funding strategies, both globally and for the MENA region
-
Knowledge of donor regulations of German (AA, BMZ) and/or European donors (ECHO, EuropeAid) Working experience with other donors (e.g. UN, USAID) an advantage
-
Experience of proposal development and coordination with international and national NGO partners
-
Identifies potential regional funding opportunities strategy and expertise, and discusses them with MENA colleagues and partners
-
Works closely with colleagues at HQ, regional office and partners to ensure timely delivery of high-quality proposals and reports that meet donor and Johanniter requirements
-
Maintains contact with donor representatives and other stakeholders in the MENA region
-
Advises the responsible colleagues on adjustments to projects and grant agreements (e.g. extensions, free extensions, budget adjustments)

Ensures quality control of all submission

Supports the Head of Institutional Funding with strategic planning and the development of proposal, programme quality, and donor funding tools.

Experience of budget development and analysis

Experience in capacity building in fundraising and compliance with staff at HQ level, country offices and from partner organisations

Experience in external representation in networks, with donors and other government institutions

Experience in developing and implementing programme funding strategies and tools
Skills:

Able to coordinate processes with multiple partners and staff in different locations under time pressure

Excellent team player able to communicate well cross-culturally

Able to deal with ambiguous requirements or regulations.

Willingness to travel to project countries in the MENA region including insecure contexts
