IMPORTANT INFORMATION:
This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.

If an external candidate is selected, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.

The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.

Fixed-term appointments or assignments are subject to terms and conditions determined by ADB as indicated in all relevant policies.

Overview

This position is assigned in the Office of the Director General of East Asia Department (EARD/EAOD), which is responsible for relationships concerning ADB operations with Developing Member Countries (DMCs) in the East Asia subregion, with other multilateral and bilateral development agencies and other key stakeholders on matters relating to the subregion. EAOD provides overall coordinating assistance to the EARD Regional Management Team (RMT); in terms of development of country strategies and work programs, programming of loan, grant and technical assistance projects, project administration, mobilizing cofinancing from external sources for development projects, coordinating knowledge management work, ensuring safeguards compliance of projects, coordinating with other ADB departments and with external development partners, and overseeing operations of ADB’s resident missions (RMs) in People’s Republic of China and Mongolia.

Job Purpose
The Regional Head, Private Sector Development is required to perform the following broad activities: i. Act as key contributor to country strategy, programming and workplans to enable private sector participation in the region’s DMCs; ii. In collaboration with Departments in the Office of Vice-President (Market Solutions) and Office of the Vice-President (Sectors and Themes) groups (“solutions departments”), oversee private sector development (PSD) activities, including upstream interventions to establish enabling environment, that achieve program outcomes and create pipeline for ADB’s midstream and downstream businesses; iii. Support the activities of the Office of Markets Development and Public-Private Partnership (OMDP) and Private Sector Operations Department (PSOD) in the region and countries to maximize success and quality of impact; iv. Support the Regional Department (RD) Director General on quality assurance on projects from a private sector standpoint; v. Support PSD related knowledge management, production, and sharing. For purposes of this Job Description, PSD includes all activities ADB may conduct that could lead to greater private sector participation, including but not limited to reform interventions (through financing, advisory, TA, etc.) in policy and regulation (“upstream”); project preparation support and advisory (“midstream”); and nonsovereign financing operations (“downstream”).

Responsibilitie
• Leads, in partnership with PSOD, OMDP, and relevant sector groups, the development of country private sector development programs spanning upstream, midstream, and downstream activities in the region, and supports the development of the country partnership strategy (CPS) and relevant country and sector diagnostics from a private sector perspective;
• Contributes to the annual programming of projects and other activities for EARD in private sector related areas, and in preparing the regional work program;
• Guides the origination priorities of nonsovereign (NSO), advisory, and relevant sector operations in line with the PSD programs;
• Coordinates the allocation of operational resources jointly with the operations coordination head with a focus on private sector and PSD activities;
• Supports DG/EARD and RMT in the definition, negotiation and cascading of annual work programs and key performance indicators of PSOD and OMDP in the region;
• Work with RMs and solutions departments to identify and execute opportunities to undertake analytical studies and conduct upstream and preparation work to enable midstream transaction advisory and downstream investment opportunities;
• Raises and manages technical assistance and other donor funds to conduct relevant activities;
• Engages with DMC clients and ADB teams to establish priority areas and strategies for PSD support in the region, in alignment with PSD programs and relevant solution departments’ resources and workplan;
• Reviews all project concept papers for the region from a PSD perspective, works with regional sector directors and solutions focals to identify opportunities to link ADB sovereign financing to midstream and downstream activities, and applies internal criteria on product selection to advise DG/EARD (and RMT) and Country Directors on appropriate modality (sovereign, nonsovereign, advisory, or a combination) for the project;
• Reviews OMDP and PSOD pipelines and progress with a view to ensuring that RDs meet their midstream and downstream private sector related targets;
• Supports the development of midstream and downstream pipeline opportunities, and supports solutions teams in conducting operations;
• Supports DG/EARD, in collaboration with PSOD, in having a high-level overview of the nonsovereign portfolio in the region and supports PSOD in the resolution of region and country specific portfolio issues;
• Supports EARD management to fulfill its role in relevant committee deliberations on proposed and portfolio Public-Private Partnership (PPP), PSD, and NSO transactions;
• Act as the official “One ADB” focal for the RD;
• Participates in regional knowledge forums, conferences, and events for external knowledge sharing;
• Guides the activities of RD and RM PSD staff in line with the PSD program and supports capacity building and professional development of PSD staff in coordination with OMDP’s knowledge function;
• Supports DG/EARD in any matters relating to private sector as needed;
• Manages the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance; and
• Provides coaching and mentoring to teams and individuals and ensures their on-going learning and development.

Qualifications

Relevant Experience & Requirements
• Master’s Degree, in finance, economics, business administration, or related fields. University degree in, finance, economics, business administration, or related fields and at least 10 years of specialized experience relevant to the position can be considered.
• At least 15 years of relevant professional experience in private sector development activities, investment or infrastructure banking, or transaction advisory. International experience working in development in several countries.
• Proven management and leadership qualities.
• Demonstrated cultural sensitivities and maturity.
