The objectives of the Human Resources Management Unit are to carry out in an efficient and timely manner, all human resources activities for the WHO Regional Office and countries in the region, including position classification, recruitment, contract administration, policy formulation and staff development and to provide advice on personnel matters to senior management and staff members in the region.

Duties:

The incumbent performs the following: 

  • Monitor in liaison with the Technical Units, new positions in the Human Resources Plan as well as positions falling vacant as a result of anticipated retirement/reassignment and initiate action to ensure timely recruitment, ensuring an efficient succession plan. 
  • Coordinate all the processes of recruitment including advertisements, tests, interviews, selection and follow-up procedures to ensure timely recruitment of professional and general service staff (short-term and fixed term), consultants, associates, interns, secondees, etc. for the Regional Office, Inter-country Support Teams and WHO Country Offices. 
  • Coordinate the review of all professional and general service position descriptions and advise on appropriate grade levels applying the New Master Standard Job Evaluation System. 
  • Carry out job analysis and evaluation of requests for reclassification of professional and GS positions and make recommendations as appropriate. 
  • Lead, coordinate and/or conduct briefing and training on all classification related matters; and ensure that position descriptions due for updating/revision (over 5 years old) in the Region are updated. 
  • Review all recruitment and reclassification requests to ensure that necessary justification is provided before the requests are processed.
  • Coordinate and monitor all recruitment and classification processes in the Global Management and other applicable systems.
  • Brief new recruited staff on employment conditions and entitlements; guide them on their contractual status and attend to all queries related to post description, classification, selection and recruitment process.

Required Qualifications:

Education

Essential:

  • Master’s degree in degree in human resources management, business or public administration, law or social sciences

Experience

Essential:

  • At least seven years of HR management experience in areas of workforce planning and talent acquisition. Demonstrated experience to supervise diverse teams, lead HR initiatives and advise senior managers on HR management issues. Demonstrated international exposure working in relevant areas of work

Functional Knowledge and Skills:

  • Thorough knowledge of HR principles and practices.
  • Proven ability to initiate, plan and manage HR activities.
  • Ability to interpret Staff Rules and personnel policies and determine staff entitlements.
  • Ability to counsel and communicate effectively.
  • Tact and discretion in dealing with staff of diverse nationalities.
  • Excellent inter-personal and communication skills.
  • Ability to draft correspondence clearly and concisely; combined with a demonstrated ability to act independently and exercise sound judgment.
