The Regional Migration Programme Coordinator for West Africa will oversee the British Red Cross’ regional work on Migration and Displacement. The postholder will be responsible for providing technical and institutional support on Migration related topics to Host National Societies (HNS) of the Sahel (Mauritania, Mali, Niger, Burkina Faso, and Chad) in coordination with other Movement partners. This role will also be responsible for analysing and developing substantial and quality proposals to offer support to vulnerable migrants in the Sahelian routes, as well as contributing to fundraising activities.

Context

In line with its 2030 Strategy, the British Red Cross (BRC) is committed to ensuring people experiencing displacement feel safe, live with dignity, and have choice and opportunity at every stage of their journey.

In 2018, BRC launched a 36-month route-based regional programme AMiRA (Action for Migrants: Route-based Assistance) aimed at providing humanitarian assistance and protection to people on the move in Niger, Burkina Faso, Guinea, Mali, as well as Sudan and Egypt. Despite the programme coming to an end in 2021, the British Red Cross has continued to invest in Humanitarian Service Points in the Sahel region.

As part of its National Society Development Plan, BRC is keen to ensure that National Societies involved in the migration programme are supported to plan, implement, monitor, report and raise funding to sustain the delivery of humanitarian assistance and protection along dangerous migratory routes in the region in partnership with other sister National Societies, IFRC, and ICRC. The emphasis of this role is on coordination both programmatically and with Stakeholders in order to provide technical and institutional support to Host National Societies in the Sahel region.

Key Responsibilities

  • Provide oversight and leadership of BRC’s Migration and Displacement work in the region, acting as a central focal point coordinating the interventions of the Red Cross/Red Crescent (RCRC) Movement partners delivering the work.
  • Manage financial resources of the programme and contribute to organizational monitoring and reporting, ensuring compliance with Grant Agreements by partners involved in the programme.
  • Represent BRC in meetings with donors, external stakeholders, and in policy dialogue relevant to migration and displacement.
  • Coordinate and oversee the implementation of the Migration Technical Group’s action plan, in collaboration with the other initiatives of the Movement.
  • Maintain consistent delivery standards and coordinated approaches across all programme interventions and contracted RCRC Movement partners.
  • Participate in any coordination meeting related to Migration and Displacement. Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training, and capacity development initiatives to partners.

What will you need to be a successful Regional Migration Programme Coordinator?

  • Fluent French and English language skills – reading, written, spoken.
  • Robust working knowledge of the international humanitarian system, including Migration and Protection.
  • Significant experience in programme management in humanitarian and/or development contexts, ideally with a focus on migration, protection and/or West and Central Africa regional experience.
  • Strong knowledge of programme design, quality programming and effective delivery.
  • Proven experience in managing large and complex grants or contracts to high standards of performance and accountability (preferably FCDO-funded).
  • Strong facilitation skills and ability to work with a broad range of people, obtaining their commitments to deliver timely and quality inputs.
  • Strong communication, relationship-building and diplomacy skills to facilitate the development and maintenance of strong and collaborative working relationships with various stakeholders.
