Overview
The Regional Monitoring Evaluation and Research (MER) Advisor will be responsible for program planning, monitoring, and evaluation in the project, strategies development, data management, reporting and feedback to the counties on data quality and best practice in documentation. He/she will lead in the development of project tools and data collection activities. The MER Advisor will support the learning agenda including IRB processes in the project. The MER Advisor is responsible for archiving of project documents.
Responsibilities
- Provide regional technical support to Nigeria and Zambia to ensure successful monitoring, evaluation and research support, drawing on lessons learned from Smiles for Mother’s Project and AMPLI-PPHI
- Contribute to the general M&E support for project wide efforts
- Mentor Kenya AMPLI-PPHI staff appropriately to support continued excellence in project implementation
- Provide leadership and direction on MER activities to ensure technical and financial integrity to achieve program goal and corresponding objectives and targets
- Develop and oversee the implementation of the monitoring and evaluation plan to capture project performance and results, including routine service delivery data reporting as well as supplemental data collection efforts for all supported projects
- Compile and analyze of project performance data for use and decision-making
- Collaborate with / serve as principle investigator for implementation research activities, including protocol and tool development, managing local ethical reviews, data management and analysis and management of consultants and/or research firm
- Foster a culture of data-use for decision-making both internally for the supported project teams and with project stakeholders
- Ensure quality of data through data verification procedures, including routine data quality audits and precise standard operating procedures
- Ensure compliance with Jhpiego data quality standards, donor’s operational policies and regulations, and international and national research ethical standards
- Work with project and financial staff to prepare work plans and project budgets and track progress of project activities and budgets ensuring that resources for implementation of MER activities are available
- Coordinate all MER capacity-building activities with project staff, implementing partners and facility staff
- Supervise and mentor Data Analyst
- Develop and maintain strong working relationships with government and private sector partners, PPH/MNH implementing partners, and other key stakeholders to maximize resources and avoid duplication of effort
- Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, key stakeholders through meetings, conferences, and presentations
- Work closely with Jhpiego home office staff to ensure effective, timely and coordinated implementation of MER activities
- Contribute results reporting to donors by providing written documentation on M&E activities and indicator results for progress and annual reports
- Ensure relevant data are entered quarterly into JADE, Jhpiego’ s organization-wide performance management system
- Contribute to the development and implementation of tools, strategies, mechanisms and processes to improve project’s ability to collect, interpret and aggregate data to demonstrate impact and enhance program accountability.
- Train/mentor Health Care Providers and CHVs on data documentation, guidelines and reporting.
- Lead in Human Cantered design strategies to better understand and streamline the service delivery mechanism
- Support the development, documentation and dissemination of project lessons learned, best practices, and experience.
- Ensure timely submission of project reports and other deliverables as specified in the result tracker, and Log frame
- Develop and maintain up‐to‐date data tables with key performance indicators
- Develop and maintain a system for archiving project guidelines, tools, data files, analysis files, reports, abstract, success stories and presentations
- IRB submissions to local and international bodies, protocol implementation and preparing IRB progress reports, Process ethical applications, renewals and IRB close outs.
- Perform other programmatic, technical and other duties assigned
Required Qualifications
- A bachelor’s degree in the statistics, health or related field – an advanced degree will be an added advantage
- Strong background in M&E + research. Experience supporting M&E on at least 2 PPH projects
- Eight years of work experience in leading monitoring, evaluation and learning of health projects and/or HMIS work in Kenya
- Extensive experience in monitoring, evaluation and research, and health information management systems
- Excellent analytical, oral and report- writing skills
- Computer literacy, particularly in the use of MS Word, PowerPoint. MS Excel, SPSS and STATA
- Must have hands-on experience in use of data visualization tools
- Ability to conceptualize and understand project needs
- Familiarity with national and global health indicators

Performance Measures: (SMART: Simple, Measurable, Achievable, Results-oriented, Time bound)
An annual work plan with specific SMART performance measures will be developed
