The ‘PROSPECTS’ Partnership for improving Prospects for host communities and forcibly displaced persons (FDPs), was launched by the Government of the Netherlands in 2019 in response to forced displacement crises, bringing together the International Finance Corporation (IFC), the International Labour Organization (ILO), the UN Refugee Agency (UNHCR), the UN Children’s Fund (UNICEF) and the World Bank. The programme operates in eight countries across the Middle East and North Africa (MENA) and the Horn of Africa, employing a holistic approach whereby each partner focuses on their area of expertise to collaboratively enhance access to education, protection schemes and decent jobs for both forcibly displaced persons and host communities.
In 2024, the partnership will be starting a second phase for four years (PROSPECTS 2.0) that will build on the results and draw on the lessons learned in the first phase in order to maximize impact. Throughout the first phase, and as part of close monitoring of and reporting on its interventions in the partnership and their impact on the target beneficiaries, the ILO across the eight PROSPECTS countries has been regularly collecting data against the set targets, undertaking tracer studies, and documenting results and lessons learned. Moving forward, there is a need to maintain and further strengthen the monitoring and reporting function, and foster exchange of lessons learned from ILO’s work in PROSPECTS and the humanitarian development peace nexus (HDPN) across the three Arab States, while contributing to the broader ILO PROSPECTS efforts on knowledge management across the eight countries. Moreover, there is also a need to translate the Multi-Annual Country Programme (MACP) document that reflects the work of all five PROSPECTS partners in each of the three countries into specific ILO workplans.
It is against this backdrop that a Regional Monitoring, Reporting, and Knowledge Management Officer will be recruited to further develop a robust monitoring and reporting system for the ILO PROSPECTS 2.0 programme within the three Arab States (Lebanon, Jordan, and Iraq) in line with the global PROSPECTS M&E system, while supporting the knowledge management and learning at the regional level.
Reporting line: The incumbent will report to the Regional PROSPECTS Chief Technical Adviser based at the ILO Regional Office for Arab States (ROAS), Beirut. S/He will support the PROSPECTS teams across the three countries. The incumbent will also work closely with both the ILO PROSPECTS Global M&E Officer and Knowledge Content Management and Learning Officer based in Geneva and will coordinate with the ILO ROAS M&E Officer.
Duties:
  • Review the existing monitoring and evaluation framework for the PROSPECTS partnership in Lebanon, Jordan, and Iraq against the overall project’s results framework and theory of change. Adapt frameworks for the second phase that will run over the period January 2024-December 2027. This will be translated into results-based annual workplans and monitoring plans for each of the three Arab States, in close coordination with the ILO PROSPECTS Global M&E Officer.
  • Liaise closely with PROSPECTS Data Analyst based in Jordan and PROSPECTS teams across the three countries to consolidate programme data/ information, review data collection sheets and prepare regular ILO progress reports/presentations for the partnership in Lebanon, Jordan, and Iraq, in line with the requirements of the donor and the ILO internal reporting requirements set for PROSPECTS.
  • Provide quality control and guidance to ILO PROSPECTS implementing partners in each of the Arab States countries, including use of standard reporting templates and review of progress reports, in close coordination with the PROSPECTS country teams/Technical Officers and the Data Analyst.
  • Support inter-agency coordination under the partnership on behalf of the CTA and represent PROSPECTS Arab States at international and regional levels, as needed.
  • Lead on all exercises related to PROSPECTS Arab States evaluation and knowledge management, including identification of good practices and lessons learned, follow up to evaluation findings, recommendations, in close coordination with the ILO PROSPECTS Global Knowledge Content Management and Learning Officer. This includes coordinating inputs from the three Arab States into global PROSPECTS led evaluation exercises. Engage with the ROAS M&E Officer within the Regional Programming Unit on PROSPECTS evaluations to ensure that all findings and lessons learned from PROSPECTS Arab States feed into the ROAS repository of lessons learned from development cooperation projects.
  • Provide technical inputs to articles and reports for regional, country or related sectoral analyses, ILO reports and publications, particularly in relation to the operationalization of the HDPN. Draft analytical reports on selected subjects within the area of technical competence.
  • Develop training materials and conduct seminars and workshops on M&E frameworks and tools as resource person. Monitor and coordinate research and tracer studies carried out by external collaborators.
  • Undertake missions for the purpose of providing technical recommendations on selected topics following ILO established guidelines, manuals and standards.
  • Provide substantive support to the drafting of concept notes and proposals for Lebanon, Jordan, and Iraq in response to calls for proposals under PROSPECTS opportunity fund and other calls related to HDPN and forced displacement.
  • Coordinate with the PROSPECTS teams in the three countries and provide inputs on the programme in results frameworks and reporting related to Decent Work Country programmes, ILO Planning & Budget Country Programme Outcomes, and United Nations Sustainable Development Cooperation frameworks (UNSDCF), in close coordination with the Regional Programming Unit.
  • Perform other duties as may be assigned by the direct supervisor.
Required qualifications:
Education:
  • Advanced university degree (Master’s or equivalent) in economics, business or public administration, social sciences or other related field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience:
  • At least five years of professional experience in programme or project design, management, monitoring, knowledge management evaluation is required.
  • Prior experience with UN and international organizations is a strong advantage, as would be work in the context of forced displacement.
  • Experience in the delivery of training courses, including informal training and technical support. Direct experience in managing and implementing evaluations is highly desirable.
Languages:
  • Excellent command of written and spoken English. Knowledge of Arabic would be desirable.
