BACKGROUND
Assist West Asia programmes in managing the procurement function and provide expert advice and guidance to programme units as and when required. Also, develop sustainable sourcing initiatives and embed them into IUCN ROWA procurement practices.

The procurement officer will be reporting directly to the Senior Procurement Officer, Head of Procurement Unit, HQ, and will be having a dotted line manager which is the Regional Director in the West Asia Regional Office, while interfacing with other programme managers, project coordinators, finance, admin, and communications staff of ROWA. The procurement officer is responsible for building and maintaining working relationships with the different IUCN ROWA projects and units. Carry out any other related duties as required. Reports, ensuring quality, deadlines and submission to the donors through the Line Manager.

He/She will be based in Amman and will be required to travel to project sites and other locations if needed.

JOB DESCRIPTION

SPECIFIC TASKS

1. Carry out project and programme procurement in compliance with all applicable policies and procedures;
2. Act as ROWA’s Super-User for IUCN’s e-Procurement system;
3. Maintain and file complete updated purchasing records/data and pricing;
4. Manage and follow up requests;
5. Support different ROWA units with quotation for the purpose of tenders;
6. Prepare and process purchase orders and documents in accordance with specifications and in line with IUCN Global and ROWA policies and procedures;
7. Support the programme managers in monitoring and coordinating deliveries of items from suppliers to ensure that all items are delivered to site/store on time;
8. Act as procurement focal point for ROWA, providing advice and guidance on IUCN procurement policy and procedures to colleagues;
9. Work closely with project managers and other colleagues to meet their procurement needs, including identifying the need, writing specifications for required goods and services, setting evaluation criteria and information to be requested from bidders
10. Source, select and assist in the negotiations for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers;
11. Monitor the inventory levels of materials and products;
12. Source for new suppliers or sub-contractors when the need arises;
13. Organize, provide documentation and act as secretary of ROWA’s Procurement Committee;
14. Create and maintain good relationships with vendors/suppliers;
15. Make professional decisions in a fast-paced environment;
16. Maintain records of purchases, pricing, and other important data;
17. Review and analyze all vendors/suppliers, supply, and price options;
18. Develop plans for purchasing equipment, services, and supplies;
19. Maintain and update a list of suppliers and their qualifications, delivery times, and potential future development;
20. Assist the Senior Procurement Officer in reviewing and improving processes and procedures;
21. Work with team members and finance manager to complete duties as needed;
22. Perform any additional tasks requested by the line Manager.

Competencies:
• Solid knowledge, understanding and experience of public sector procurement processes, policy, and systems;
• Strong communication and negotiation skills;
• Good analytical and strategic thinking skills;
• Attention to details;
• Ability to share best practice, trends, knowledge and lessons learned across units.

Experience and skills:
• A relevant degree, preferably in business administration, accounting, or any other related field;
• 3-5 years’ experience as a procurement officer or related position;
• Excellent verbal and written communication skills in English, including ability to communicate complex issues to a wide-range of audiences;
• Demonstrated ability to work as a team player within and across teams;
• Ability to work in a multicultural environment in an international setting.

The above job description contains the main duties and responsibilities for this position. However, in a relatively small organization such as IUCN ROWA, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description. Where any task becomes a regular part of an employee’s responsibilities, the job description will be changed in consultation with the employee and the Human Resources Management Group.
