Overall purpose of the role

The overall objective of this role is to support DRC Asia and Europe region in quality programme development in line with the regional strategy. This role works closely in collaboration with the Regional Business Development Coordinator and other Regional programme leads, country counter parts, and project staff in the region. The role requires writing high quality programme documents, which requires substantive knowledge of humanitarian programming centered on rights-based approaches. The role also requires expertise in donor guidelines in proposals and coordinating/drafting donor reports and communications. This role will support AERO regional programme development and country programmes.

Travel is required across DRC operations in the region, including insecure and hardship locations approximately 30% of the time.

The role reports directly to the Regional Head of Programme.

Duties and Responsibilities

Programme Development and Support

  • Contribute to regional and cross border programming in AERO through developing projects in line with regional and country strategies and in line with DRC standards and policies. This involves close collaboration with the regional counterparts (RHoP, BDC, project staff, sector leads) and country counter parts (Grants, programme/sector leads, HoPs), and external stakeholders (partners, donors, NGOS)
  • Coordinating with partners, sector leads, MEAL, support services and country counter parts to develop quality programme/project documents such as project reports, briefs, updates
  • Support and capacity building on grants management processes for project staff and partners
  • Support the roll out of the regional donor engagement strategy in close collaboration with the BDC and RHoP
  • Lead on programme analysis to ensure programming is aligned to the regional strategy and lead on further developing regional and cross border projects.
  • Lead on producing high quality donor reports and coordinating regional inputs from country offices on regional or cross border programming.
  • Provide oversight in the review of strategic regional donors’ grants.
  • Ensure that all communications commitments within projects are monitored and delivered through high quality outputs
  • Lead on information management of regional programme projects and tools
  • Track, organize, and make use of background and programme documents and research to inform quality programme development.
  • Other programme development duties as required

Experience and technical competencies:

  • Minimum 5 years working experience in a similar position, in a mix of country and regional roles at senior level
  • Demonstrable skills with the design of quality proposals and reports
  • Experience in humanitarian programming in conflict affected countries
  • Excellent analytical skills and demonstrated skills in problem solving
  • Innovative, flexible and highly adaptable
  • Commitment to gender equality/equity
  • Demonstrated skills in application of humanitarian tools and standard in past works
  • Excellent communication and reporting writing skills
  • Fluency in English (written and spoken) is essential
  • Willing to travel regularly to project sites
  • Ability to work well and be self-directed under significant administrative and programming pressures.
  • Spirit of collaboration and consensus building

Moreover, we also expect the following:

  • Social science master’s degree in development or humanitarian studies, sociology, political science, human geography or similar
  • Demonstrable abilities in problem solving as well as taking a flexible and innovative approach to working
  • Demonstrable skills with the design of programming concepts for fundraising
  • Demonstrable ability to form productive working relationships with colleagues from a diverse range of backgrounds, across offices and departments

Languages

  • Fluency in written and spoken English

Education:

  • Masters degree with advanced training or technical qualification in relevant line of work/sector

Contract length: (12) Months

Position Band: This position will be placed at Non-Management (F) band

Preferable Start date: Mach 2024

Duty station: Tbilisi, Georgia

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment.
