General liability

The “Regional Protection of Family Links (PFL) Officer” for Africa provides support and contributes to boosting the ICRC’s regional efforts within the framework of the ambitions of the Central Tracing Agency (CRA) by supporting strategic orientations and long term of the PFL Regional Manager for the field in terms of technical advice on the planning and implementation of activities relating to separated, missing people and their families in the Africa region, in accordance with institutional and regional strategies and action plans : Institutional Strategy 2024-2027; Restoring Family Links (RLF) Movement Strategy 2020-25); Africa Regional Strategic Framework (2019-2025); Action Plan of the African Family Links Network).

The PFL Africa Officer supports efforts to ensure the continuum between action for separated people, missing people and their families (rapid action and registration, prevention, field research). More specifically, he/she contributes to (1) supporting and accompanying the African Family Links Network to promote and implement guidelines, tools and good practices, while proactively contributing to maintaining a mapping of the response regional; (2) act as a focal point on the issue of data protection; and (3) organize events/facilitate regional or sub-regional coordination mechanisms virtually or face-to-face.

Duties and Responsibilities

  • Contributes to ensuring the ICRC’s positioning on the protection of family ties in the Africa region.
  • Writes, compiles, finalizes and, depending on circumstances, sends correspondence, internal presentations, meeting minutes and other documents (i.e. PPTs, infographics, charts, organization charts, etc.); helps to systematize good practices and examples on the issue of PLF in Africa.
  • Is the focal point for data protection. He/she develops tools, organizes/facilitates training sessions and promotes the application of the RLF Code of Conduct on data protection.
  • Collects contributions and develops a PLF Africa newsletter (ENG/FRA).
  • Receives and screens incoming calls/correspondence and manages agendas, also updates the regional calendar, the Africa masterfile, tables and charts, and other tools.
  • Follows up on budget implementation and ensures invoices are tracked throughout the internal process, and prepares for meetings by setting up rooms and equipment, including technical setup for conference calls, presentations and videoconferencing.
  • Participates in the organization of seminars, training, workshops and internal meetings, and facilitates sessions where appropriate (for ICRC staff, Red Cross platforms, National Societies, authorities, etc.)
  • Contributes to the production of regional tools adapted to the needs of the teams, including all audiovisual material, in French, English, and contributes to managing, supplying and promoting the use of internal tools and RLF work platforms, ensuring good user experience and applying information management instructions.
  • Conducts assessments/surveys to monitor the effectiveness and impact of regional tools and efforts.

Minimum requirements and skills

  • Master’s/bachelor’s degree or equivalent in communications.
  • At least 8 years of relevant professional experience in the field of communications, with a minimum of 3 years of experience in digital communications and/or journalism focused on harmful narratives.
  • University degree or equivalent in law, social sciences, communication, preferably with experience in the digital field.
  • Fluency in French and English (oral and written) is a prerequisite. Other languages ​​such as Portuguese and Arabic are considered an asset.
  • Minimum of 2 to 3 years of professional experience in a similar position within the RC/RC Movement, an international organization or a private company
  • 6 to 9 years of professional experience, including 2 to 4 years in humanitarian organizations.
  • Knowledge of restoring family links and National Society working methods is an asset.
  • Experience within the ICRC, the International Federation or a National Society is an asset.
  • Ability to speak publicly and communicate on technical subjects to audiences in training contexts.
  • Experience posting and using social media platforms (Facebook, Twitter, Instagram, etc.).
  • Detail-oriented, detail-oriented and with a high sense of confidentiality and integrity.
  • Able to write clear and concise quality reports, procedures and documents.
  • Goal oriented, able to work independently with minimal supervision, take initiative and decisions.
  • Great flexibility and responsiveness.
