Context:

Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations, and as the leading UN agency in the field of migration with almost 19,000 staff and over 5,600 affiliate staff operating in 590 offices across 171 countries. The Organization is committed to combating all forms of Sexual Exploitation and Abuse and Sexual Harassment (SEAH) by its staff, related personnel, and partners. The prevention of and response to SEA, continues to gain momentum within the United Nations (UN) and Interagency Standing Committee (IASC) systems and amongst governments, institutional partners, media, and the general public.

Over the past decade, IOM has increasingly been seen as a strong player supporting Prevention of Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) efforts within the UN, IASC, and amongst the humanitarian community.

IOM’s strategic approach to PSEAH focuses on five priority areas: 1) Leadership and Organizational Culture; 2) Institutional Accountability and Transparency; 3) Capacity-Development, Training, and Communication; 4) Quality and Accessible Victim Assistance; 5) Partnership and Coordination.

Under the direct supervision of the Regional Director of IOM Regional Office for the West and Central Africa (WCA) in Dakar, Senegal, and in close coordination and technical support from the PSEAH Unit and other technical experts, the Regional PSEA Officer will play a key role in ensuring the integration of PSEAH across the Region. They will ensure that global Protection against Sexual Exploitation and Abuse (PSEA) policies, guidance and tools are fully integrated within IOM Offices, programming, operations, and amongst partners and affected populations and ensure that best practices and resources are shared widely. In addition to supporting the regional PSEA response, the Regional PSEA Officer will also be responsible for ensuring the integration of PSEA within health assessment programmes in countries with smaller caseloads.

Core Functions / Responsibilities:

  1. Oversee and manage the overall implementation of IOM’s PSEA response across the Region and ensure alignment with IOM’s policies and procedures and donor requirements.
  2. Provide advice and recommendations to the Regional Director and the Chief of Missions within the Region on strategic engagement, policy and programmatic decisions on PSEA.
  3. Support and advice the IOM Country Offices to undertake risk assessments to identify SEA gaps and put in place appropriate mechanisms to mitigate risks.
  4. Provide technical guidance and support to dedicated IOM PSEA Officers and Focal Points recruited and nominated within the Region; ensure a victim-centred approach.
  5. Oversee the development and integration of PSEA within proposals, budgets, and reports; support and the Programme managers and the Heads of Units to integrate PSEA within project cycle management and implementation; Provide technical support with fundraising efforts.
  6. Contribute to IOM regional and country level strategies, ensuring the integration of PSEA and coordinate the monitoring and reporting of related requirements.
  7. In coordination with the IOM PSEAH Unit in HQ, implement a strategic approach to working with implementing partners across the Region, identifying gaps and support in capacity building; support Country Offices integrate PSEA within the work of partners.
  8. Collaborate with UN agencies, civil society partners, and intergovernmental agencies at the regional level on PSEA-related issues and facilitate the sharing of resources, best practices, and technical guidance.
  9. Organize and manage the regional capacity-building initiatives on PSEA, including developing and implementing training, awareness-raising, and communication activities.
  10. Support the strengthening of local, safe, and accessible complaint and feedback mechanisms to integrate PSEA needs and responses, collaborating closely with institutional partners, governments, affected communities, and beneficiaries.
  11. Support the monitoring of PSEA project activities and contribute to progress and other reports, ensuring proper information exchange between IOM, donors and other key stakeholders.
  12. Promote the application and sharing of best practices on SEA prevention, risk mitigation, and response and document lessons learned from the field to continuously strengthen IOM’s PSEA efforts.
  13. Represent IOM within inter-agency PSEA fora, as applicable, and actively participate in seminars, meetings and events, advocating for IOM’s PSEA initiatives across the Region.
  14. Lead on the development and distribution of PSEA communication materials across the Region, highlighting PSEA initiatives and best practices.
  15. In coordination with Protection and Gender-based Violence Specialists, ensure the timely delivery of assistance and referral services for victims of SEA.
  16. Undertake duty travel as required, strengthening the coordination and delivery of IOM’s PSEA response, liaison with counterparts, and address challenges across a range of operational contexts, as required; ensure a particular focus on the integration of PSEA within Health Assessment sites and activities overseen by IOM.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Professional experience in the fields of sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs;
  • Strong coordination experience within the UN and IASC systems and with governments, NGOs, and affected populations;
  • Experience in developing and delivering PSEA trainings, in particular capacity-building, and communication materials to promote behavior change to a range of stakeholders;
  • Experience undertaking PSEA risk assessments, in coordination with relevant actors; and,
  • Experience in policy and proposal development and the creation of standard operating procedures and tools.

Skills

  • Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes;
  • Good written and oral communication skills, effective in representation and liaison with external partners;
  • Ability to work independently and within diverse teams; ability to prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordinate with regional and country level stakeholders;
  • Knowledge and understanding of IOM’s institutional approach on PSEA and related strategies, policies, regulations and rules;
  • Knowledge of the UN and IASC systems and architecture;
  • In depth knowledge of mainstreaming PSEA, best practices and partnership models to ensure coordination of the same across a diverse range of actors; and,
  • Ability to work with and maintain strict confidentiality, as required.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
