Background

The NRC Central and West Africa region includes operations in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of the Congo, Mali, Niger, Chad and Nigeria. Most countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict. Aid workers continue to be affected by security incidents across the region. Shrinking humanitarian space also places aid workers at a greater risk. The expansion of areas controlled by NSAG and challenged application of International Humanitarian Law by state security forces contributes to risks faced by communities as well as NRC’s staff. At the same time, there are areas where local integration and return are possible, and NRC is engaged in programs to support self-reliance and displacement solutions.

Located in Dakar, Senegal, the Central and West Africa Regional Office (CWARO) oversees the country programs in the region and provides strategic guidance and oversight across the core program, advocacy and support functions.

Roving staff hold positions that require a high degree of mobility and undertake several short-term deployments to different NRC country/regional offices, between 70-75% of their contractual period. Roving staff are full-time employees but because of the high degree of mobility and frequency of relocations, 25% of the Roving staff employment is allocated as non-deployed time. This means 25% is made up of Annual Leave, R&R days, and breaks between deployments. Home-based refers to the breaks between deployments where the staff should not be working but will need to attend to administrative tasks like applying for visa, undergoing medical checks, read preparation documents for the next deployment.

What we are looking for

NRC CWA is looking for a Bilingual (French & English) Regional Roving HSS Manager Internationally experienced in high-risk environment with proven training skills in security risk assessment, operational security, and/or crisis management. The Regional Roving HSS Manager will be deployed to Country Offices to serve as a gap fill or to provide additional Health, Safety and Security support, advice, and trainings. This position reports to the Regional Head of HSS who is responsible for assigning deployments and tasks. Additionally, when deployed, you will fall under the direct supervision of the Country Director, with technical supervision from the Regional Head of HSS.  

What you will do

  • Ensure the implementation of minimum infrastructure standards in collaboration with Logistics and administration departments.
  • Serve as Country Office Health management focal person.
  • Develop and share with CO and RO country weekly security context report.
  • Liaise with Head of Program(HOP) and Finance Manager to ensure that Security needs and activities are adequately budgeted.
  • Monitor and assess Security service providers performance.
  • Provide Country Management Group (CMG) with strategic advice based on changes to the context.
  • Lead and monitor the implementation and compliance of NRC HSS risk management framework and reduce risks towards NRC staff, programs, organization, project participants, and assets.
  • Ensure NRC’s standards are met at Country Office (CO) level when deployed.
  • Conduct Crisis Management Team (CMT) and Hostile Environment Individual Safety(HEIST) Trainings for Country offices where he is deployed.

What you will bring

1. Professional competencies

  • Minimum 5 years of experience working as a Manager in a humanitarian/recovery context in the field of health, safety and/or security.
  • Proven, solid and relevant experience in HSS work, including in crisis management, preferably in the NGO (non-governmental organisations) environment.
  • Proven training skills for humanitarian organisations on security risk assessment, operational security, and/or crisis management.
  • Previous experience from working in complex and volatile contexts (posted in a high-risk environment).
  • Fluency in English and French both written and verbal.
  • Information analysis experience is an asset.
  • Knowledge of the context in Central and West Africa is an asset.
  • International professional experience.
  • Valid driver’s license.
