Background

This role was established in 2022 as a result of an internal programme prioritisation process conducted in the end of 2021. This process demonstrated that NRC Country Offices (COs) require dedicated technical support on Shelter and Settlements. This role is expected to operate as a technical ‘helpdesk’ for NRC COs, using a tier system prioritizing COs with higher needs of technical support. The position will cover COs from two different regions, with a colleague covering the other two regions.

This role is expected to work closely with the Central and West Africa (CWA) and East and Southern Africa (ESA) Regional Offices, in particular with their Regional Programme Departments. These departments are managed by the Regional Heads of CC units, who are responsible for the strategic development of NRC programming in each region by maximizing the support to and the development of COs as well as by exploring and creating synergies among CO.

The role is expected to work closely with the NRC Shelter and Settlements Global Lead, to further NRC’s ambition and capacity.

Roving staff hold positions that require a high degree of mobility and undertake several short-term deployments to different NRC country/regional offices, between 70-75% of their contractual period. Roving staff are full-time employees but because of the high degree of mobility and frequency of relocations, 25% of the Roving staff employment is allocated as non-deployed time. This means 25% is made up of the Annual Leave, Rest & Recuperation (R&R) days, and breaks between deployments. Homebased refers to the breaks between deployments where the staff should not be working but will need to attend to administrative tasks like applying for visa, undergoing medical checks, reading preparation documents for the next deployment

What you will do: 

Policy and strategy and programme development – 10%

  • Contribute to the development of country/regional Shelter and Settlement core competency strategy and planning processes.
  • Contribute to the strategic focus, articulation and implementation of Shelter and Settlement programmes supporting Global Strategy objectives. Working closely with the NRC Shelter and Settlement Global Lead to build, test and implement based on sharing learning and expertise from country and regional levels.

Technical development, support and capacity building – 75%

  • Responsible for providing strategic advice and technical support on relevant core competency or cross-cutting issues across Country and Regional Offices.
  • Contribute to the recruitment of technical staff for Grade 9 S&S positions.
  • Contribute to the capacity development within the Shelter and Settlements Community of Practice including providing an onboarding introduction to key staff in countries and regions.

Quality standards, data analysis and Monitoring & Evaluation – 10%

  • Contribute to the analysis, strategic use and dissemination of S&S learning from the country programs including the sharing of best practices, resources and tools ensuring coherence, efficiency and effectiveness of the operation.
  • Responsible for the exchange (and crosspollination) of technical resources and lessons learned.

Networking, representation, and relationships – 5%

  • Contribute to the participation of the core competency in county clusters and representation in various fora as relevant and when requested.
  • Contribute to the identification, prioritization, development and documentation of country advocacy issues related to Shelter and Settlements.

What you will bring:

  • Minimum 5 years of relevant Manager/ Specialist/Adviser experience within Shelter, Settlements and Humanitarian Energy in the humanitarian field. Engineering/infrastructure will be a key asset
  • Documented results related to the position’s responsibilities
  • Extensive experience from working in complex and volatile contexts
  • Experience of strategic approaches to programme development
  • Experience of programme development and delivery
  • Commitment to programme quality
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Understanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and development
  • Understanding of and commitment to integrated programming approaches
  • Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
  • Experience with engaging with key humanitarian stakeholders
  • Able to represent organisation at a strategic level and contribute to global policy development
  • Professional working proficiency in both English and French is mandatory for the position (written and verbal)

Context-related skills, knowledge, and experience

  • Knowledge of the countries supported by the section is an asset
  • Understanding of matrix structures and the role of technical leads within matrix structures is an asset
  • Professional credibility and interpersonal skills required to provide technical leadership within a professional matrix structure
