Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified specialist to support the procurement activities of DRC regional office in a professional manner and in accordance with the DRC Procurement Framework.

ABOUT THE JOB

Under supervision of Regional Supply Chain Manager this position will perform all functions in procurement in Asia & Europe Regional Office. Includes, supporting effective implementation of procurement policies and systems with a particular focus on compliance to DRC Procurement Governance Framework. This position will assist Regional SC Procurement Specialist in implementing partner’s oversight and capacity building and Regional SC Logistician with basic RO-related functions. This role has a local focus and ensures compliance with DRC procedures and guidelines within the RO jurisdiction. The role contributes to the development of local tools, which are translated into action plans and day-to-day tasks. The role provides technical support and guidance to RO counterparts. Your main duties and responsibilities will be:

Procurement Co-ordination

  • Assess the compliance and implementation of Operations Handbook by the regional office operations.
  • In close cooperation with relevant stakeholders assess Programme needs trends and develop RO procurement plans based on facilitating the core framework agreements to meet the continuous demands.
  • Preparation solicitation documents for RO tenders, such as ITB/RFP (Restricted, National and International) documentation as per RO procurement plan.
  • Compile monthly (and on demand) reports to provide RO Supply Chain Manager with a proper oversight.
  • On demand, support organization of procurement trainings for RO stakeholders and contribute to learning sessions during regional learning activities.
  • Ensure implementation of CAST/audit recommendations relating to Supply Chain.
  • Responsible for providing specialized knowledge and operational know-how within a specific discipline.
  • Support Supply Chain Logistician in item tagging and local FA/Programme Equipment reporting

ERP Procurement module

  • Ensure that RO procurement business processes are fully registered and processed in DRC corporate System (Dynamics).
  • Lead the RO vendor and item database.

Vendor Management

  • Maintain RO supplier catalog. When relevant, exchange the supplier database information across other stakeholders in the region.
  • Make sure that vetting and supplier performance evaluation records are duly filed and reported if needed.

ABOUT YOU

To be successful in this role we expect you to have a minimum of 4 years of experience in humanitarian Procurement. Also knowledge and experience of dealing with service providers and contractors’ management. Moreover, we also expect the following:

Required

  • Experience with standard public procurement procedures and documentation.
  • Practical experience in sourcing and working consultancy service providers (will be a plus).
  • Excellent computer skills in MS Word & Excel.
  • Experience in operating an ERP supply chain system.

Language

  • Full proficiency in English

Education

  • Degree in e.g., Procurement and/or Supply Chain Management.
  • Certification in Humanitarian Procurement/Logistics Supply Chain (desired if no academic degree).
