We are seeking a talented Regional Technical Advisor Cash and Markets (with strong experience in Gender) to support our Middle East and North Africa (MENA) region.
RESPONSIBILITIES:
- Technical Advisory Services:
- Provide expert technical advice on cash and voucher (CVA) and market-based approaches within the MENA region, ensuring gender considerations are fully integrated.
- Contribute to the development of concept notes and proposals, aligning with CARE’s gender-focused strategic objectives.
- Proactively engage with MENA teams to assess technical support needs and provide tailored assistance.
- Assist in developing tools and guidelines relevant to humanitarian and development settings.
- Design and deliver training sessions for CARE staff and partners, facilitating capacity building in CVA.
- Participate in the recruitment process for consultants, staff, and service providers related to CVA.
- Leadership in Cash and Markets Strategic Intent:
- Lead the development and implementation of CVA and market-based approaches in the MENA region, in alignment with CARE’s global strategy.
- Integrate gender approaches into CVA and market-based initiatives with support from gender and sectoral advisors.
- Identify opportunities for promoting gender-sensitive analysis, design, and implementation of CVA programs.
- Drive cash and markets preparedness efforts for the MENA region, ensuring alignment with emergency preparedness plans.
- Produce technical and policy papers on CVA and facilitate learning from regional projects.
- Contribution to Humanitarian Teams’ Strategy:
- Support CARE USA’s humanitarian team vision and strategy, collaborating with technical advisors across the organization.
- Contribute to the development of CARE’s global cash capacity, learning, and policy initiatives.
- Provide guidance on cash and markets as needed and represent CARE in relevant global fora.
- Representation and Advocacy:
- Represent CARE in regional fora and coordination mechanisms related to CVA and market-based approaches.
- Cultivate partnerships relevant to CVA and market-based initiatives in the MENA region.
- Provide technical coordination and advocacy during emergency contexts, engaging with clusters and stakeholders.
- Engage strategically with NGOs, UN agencies, donors, and governments at regional and international levels.
QUALIFICATIONS:
- Bachelor’s degree or higher in development studies, economics, social science, international relations, or related field.
- Training in Cash programming and Gender studies (or equivalent).
- Minimum 5 years of experience in technical advisory roles, planning, implementing, and designing CVA and market-based approaches.
- Field experience in multiple countries within the MENA region.
- Demonstrated capacity in technical advisory support and mentoring.
- Extensive experience in training, market assessment, and analysis.
- Knowledge of donor guidelines related to CVA and market-based approaches (e.g., BHA, ECHO, GAC).
- Strong understanding of gender concepts and their integration into humanitarian programming.
- Excellent analytical, organizational, and multitasking skills.
