OBJECTIVES OF THE PROGRAMME

The Division of Country Support and Partnerships (CPA) supports the development and delivery of WHO’s strategic engagement portfolio in Member States with and without country offices. It aims to maximize WHO’s impact in countries by helping them realize their health and development ambitions and strategies in line with the European Programme of Work (EPW) and the Sustainable Development Goals (SDG). CPA recognizes that each country is different and needs tailored collaboration. The Division works by bringing people and units together across WHO divisions, offices and key partners. The Division has the principal function to develop mechanisms that help the organization understand, strategize, implement and connect for country impact. In this, it focuses on gathering, analysing and presenting information for country impact; developing, tracking and refining strategic country engagement plans; supporting programme implementation in countries; and facilitating effective collaboration and networks within the organization and with countries and partners. This includes working with partners and Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. CPA operates in particular proximity to Country Offices and provides opportunities for frequent mobility between assignments in the Division and in countries (in particular for team lead positions). Individual technical officers will have – in addition to their specific technical focus- a geographic responsibility by virtue of being a focal point for a limited number of country offices, for which they will provide support across all technical areas covered by CPA. The Country Implementation Support unit facilitates the determination of capacity and resource needs for implementing WHO’s strategic plans for countries, as well as the provision of integrated technical and operational support -focusing in particular on supporting the implementation of complex, multi-country projects on select priority issues such as migration. The unit is key to the maximizing WHO’s presence in countries with and without offices by facilitating appropriate and sustainable modalities for country support. Main deliverables of the unit include individual country presence plans, based on a broader country engagement strategy for the Region; facilitating cross cutting county response modalities (e.g. by regional response teams); project implementation support; and coordination and support of the Regional Office portfolio on migration.

DESCRIPTION OF DUTIES

The Technical Officer will have the overall technical responsibility to lead the regional programme on migration health with clear emphasis on country implementation for impact. This will include the development, implementation, monitoring and evaluation of technical activities with country focus at the regional level and in countries.

Key duties:

  1. Provide technical coordination of the migration health programme of work at Regional and country level, in close partnership with country offices and national partners, ensuring delivery and impact in countries.
  2. Provide strategic support, guidance, and technical expertise to developing migration policies in alignment with the Regional Strategy and Action Plan, European Programme of Work and national health and development plans in countries ensuring that human rights and gender equality perspective are incorporated.
  3. Identify good practices, develop tools, support packages and methodologies for wide dissemination and adaptation in priority countries and provide direct technical assistance to countries by preparing and leading country missions and policy dialogues on migration health.
  4. Act as regional focal point for key partners in the migration health field including WHO HQ, WHO Regional Offices, liaise with partners such as IOM, UNHCR and forge partnerships and collaborations relevant to migration health, support and expand existing regional and sub-regional networks.
  5. Conduct capacity building of the regional and country teams in global and regional migration health policies and their tailored implementation at country level.
  6. Promote and advocate the inclusion of refugees and migrants in health care provision as a contribution to achieving universal health coverage through effective communication and awareness raising.
  7. Support business intelligence and strategic planning at country level related to the migration health policies in close cooperation with country teams and national partners.
  8. Develop migration health related innovative projects with country focus for resource mobilization with global, regional and national partners and donors.
  9. Support governance and coordination processes for development of new regional frameworks, strategies and action plans such as consultations, preparatory and high-level meetings and policy development and formulation.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (master’s level) in Health Sciences (medicine or public health), or a master’s degree in political or social sciences, Management, or any other field relevant to the position.
Desirable: Additional university degree and/or diploma in any of the above fields. Specific qualifications in migration policies.

Experience

Essential: At least 7 years of professional experience in development and implementation of public health programmes at national and international level, including demonstrated work experience focused on migration policy and programme development.
Desirable: Relevant experience within WHO, the United Nations or other international organizations.

  • Demonstrated knowledge of migration policies, their development and implementation at country level.
  • Demonstrated knowledge of the public health and inter-sectoral approach to produce results to drive the impact in countries.
  • Demonstrated understanding of the complex interrelationships of factors which impact on migration health in the European region and its countries.
  • Demonstrated sensitiveness to cultural and socio-political realities of other countries, health diplomacy.
  • Analytical skills and ability to work under the pressure.
  • Emotional awareness: Ability to identify and harness one’s emotions and apply them to tasks; and the ability to manage emotions, which includes both regulating one’s own emotions when necessary and helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5252 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
