Mission and objectives

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.
During times of displacement, we provide critical emergency assistance in the form of clean water, sanitation and healthcare, as well as shelter, blankets, household goods and sometimes food. We also arrange transport and assistance packages for people who return home, and income-generating projects for those who resettle.

Context

The role of a Registration Associate (RA) with UNHCR in South Sudan is crucial given the complex humanitarian situation and ongoing conflict dynamics in the region. The RA is responsible for supporting all aspects of registration activities, including supervising staff engaged in registration, reception, filing, and data management. This oversight ensures that registration processes are efficient, quality-driven, and aligned with UNHCR standards. The RA collaborates closely with operational data management and information management colleagues to ensure accurate and comprehensive data collection, which is critical for informing protection and assistance strategies and facilitating durable solutions for displaced populations.

Task description

Under the direct supervision of the Registration and Identity Management Officer, the Registration Associate supports data and information management activities in South Sudan. The Registration Associate will be part of a team of registration and ODM staff working on registration and data management related activities by UNHCR and by its partners. More specifically, the role will.
• Assist in the implementation of registration strategies and methodologies for populations of concern.
• Assist in the supervision and daily running of registration team activities, where required.
• Conduct registration interviews when required in accordance with registration standards and guidance.
• Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR’s registration procedures and their rights and entitlements.
• Maintain accurate and up-to date records and data related to all registration cases.
• Identify persons with specific needs and ensure timely referral to protection follow-up as required.
• Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
• Draft correspondence and reports relating to registration activities in the operation, when required.
• Provide statistics and draft reports related to registration data, as requested.
• In consultation with the supervisor, make decisions related to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.
• Draft and submit reports and statistics related to registration.
• Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day).
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
13. Results/expected outputs:
• The country operation has a clear and comprehensive Registration strategy which guides all REG/ODM activities in the county.
• The Office has stepped up to its leadership role in providing quality statistical products services and delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely delivery of information.
• Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.
• Effective and timely support is provided for the formulation of clear and coherent protection and solutions strategies which incorporates a thorough AGD analysis, identifies the needs and capacities of the persons of concern and organizational global regional and country level priorities.
• AGD-sensitive analysis of community-level risks and analysis forms the basis of all UNHCR work.
• Protection incidents and needs are monitored and immediately identified and addressed through direct interventions and advocacy.
• National protection capacities are improved through direct engagement, research, and advocacy.
• The development of capacity through coaching, mentoring, and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs).
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment.
• A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.
