Context and Core Functions / Responsibilities
The context and scope of this interventions are focused on identifying gaps in the current knowledge of Iraqi officials regarding regular and irregular migration pathways across national, international, and regional corridors. This output emphasizes Iraq’s role as a sending, transit, and destination country to transit and destination countries such as EU member states and GCC countries, among other key destinations.
Under this, two main activities will be carried out:
- Conducting a baseline assessment and a desk review to map existing regular and irregular migration trends and identify potential opportunities for regular labor mobility schemes between Iraq and Europe (specifically Germany, Sweden, and the United Kingdom) and the wider region (Jordan, Lebanon, and GCC countries). This will include a comprehensive mapping of regular and irregular migration profiles, highlighting key transit points and destinations, with a specific focus on the Iraq-Germany corridor.
- Organizing two consultation sessions with key government stakeholders, GCC and EU member states/non-EU embassies in Iraq, NGOs, the private sector, and academia to finalize the findings of the baseline study and brainstorm on suggesting international guiding principles. These sessions will aim to set criteria to enhance the flexibility and accessibility of pathways of admission and stay, ensuring that the criteria used are clear, transparent, rights-based, and respond to the specific needs of migrants and governments
- Scope and Responsibilities: Under the overall guidance of the IOM Iraq Chief of Mission/Deputy Chief of Mission and the direct supervision of the Migration Management National Officer, the consultant will be responsible for the following tasks: Develop and adapt training materials and Standard Operating Procedures (SOPs) related to the subjects
- Facilitate workshops and training sessions to build capacities among border communities, law enforcement actors, and government stakeholders.
- Enhance cooperation across the relevant entities and community leaders through improved communication and referral mechanisms.
- Monitor and assess the implementation of strategies and procedures, ensuring alignment with international standards and local context needs.
Desired Qualifications:
- Expertise in mapping, assemsnts, and reports , law enforcement training, and migration management.
- Experience in SOPs development and conducting capacity-building programs.
- Ability to work with diverse stakeholders, including government agencies and international organizations.
This position is crucial for achieving safer and more efficient regular and irregular pathways processes, facilitating better cooperation and coordination among all involved parties.

Tasks to be performed under this contract
- Development of Assessment: Conducting a baseline assessment and a desk review to map existing regular and irregular migration.
- Development of Training Materials and SOPs: tailored for the Iraqi context. This includes the development of materials on regular and irregular migration trainings, and SOPs that incorporate the principles of migration management. Focusing on regular and irrgullar migration ensuring border image procedures are compliant with international human rights standards.
- Project Development and project implementation support: engage and support new project development as well as coordinate with direct supervisor timely and efficient project implementation and deliverables and synergies and complementarities with other working streams.
- Workshop Planning and Information Gathering: Coordinate and facilitate workshops with government stakeholders and authorities to gather essential information required for the development of comprehensive SOPs.
- Joint Initiatives: In coordination with other IOM divisions, provide joint training for Government officials with a focus on regulla r and irregular migration.
- Technical Support and Advisory: Offer ongoing support and expert advice to MG on complementary initiatives, enhancing the organization’s efforts in border management and related activities.
- Additional Duties: Undertake any other project-related responsibilities as assigned by the Head of MMD, and the direct supervision related to the MG activities.

Objective: To deliver a comprehensive trainer and cascading training program on regular and irregular migration pathways.
Timeline: Training to be delivered in June/July 2025, with a subsequent report due in Sep/Oct 2025.
C. Project Development and project implementation support:
Objective: To attend various meetings with donors and stakeholders to help MMD in developing new projects based on the results of the projects, and also to help in drafting the final report project.
Participants: Participants: GoI stakeholders, and potential donors
Timeline:
- Meeting with GoI authorities Jan-Mar 2025.
- Help in Drafting of the final report project for the Project.
Education
- Master’s degree from an accredited academic institution, with minimum 3 years of relevant professional experiences, Or
- Bachelor’s degree with minimum 5 years of relevant professional experiences
Experience and/or skills required
- Good computer skills (Word and Excel is a minimum requirement);
- Ability to work independently or with minimal supervision
- Possesses managerial skills (planning, organization and reporting)
- Good communication skills
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds
