Description

Regulatory Compliance Officer reporting to the Head of the Responsible Contracting and Management Support Office in the Directorate of Commercialisation, Industry and Competitiveness

 

As a service to all Contracts Divisions, the Responsible Contracting and Management Support Office is in charge of ensuring the consistent application of the procurement/contract regulatory framework of the Agency and deals with a number of cross-departmental activities and services of general interest.

 

The Office also advises and supports the Head of the Contracts Department on any matter of general interest for the functioning, organisation and image of the Department.

Duties

Your tasks and responsibilities will include:

  • contributing to and advising on the drafting, update and evolution of the procurement regulations and the derived implementing instruments and procedures;
  • acting as book captain of the Procurement Vade Mecum (internal user manual ) and as such leading the drafting and revision of departmental guidelines, instructions, templates and forms;
  • verifying and advising on compliance with and interpretation of the procurement regulations, including the derived implementing instruments and the procedures in tender actions and contracts;
  • supporting the development of guidelines to enforce rules, procedures and standards;
  • performing regular reviews of the “Procurement Online” website to ensure that the content is valid and up-to-date and propose any necessary additions or modifications. As required, you will also liaise with the person(s) managing the team site to implement modifications;
  • contributing to the harmonisation and consistency of all information and training material in the Contracts Department and contributing to the training sessions;
  • performing in-depth analysis and comparative studies of procurement/contracting-related topics as requested by the Head of the Responsible Contracting and Management Support Office;
  • advising, assisting and training personnel in the Contracts Department with regard to personal data protection in tender actions and contracts and supporting the ESA Data Protection Officer on personal data protection matters in tender actions and contracts, as required;
  • participating in the establishment of a yearly procurement compliance programme/work plan and supporting the planning, implementation and monitoring of this programme;
  • supporting the Agency’s Procurement Review Support Entity (PRSE) as part of the procurement review proceedings;
  • supporting the implementation of the recommendations made by the Internal Audit Service (DG-A);
  • supporting all other activities undertaken by the Office as needed.

Technical competencies

Extensive experience in drafting or analysing legal texts
Good knowledge and experience of contract, procurement or international business law gained in law firms, industry or public administration
Experience and/or ability to deal with compliance matters
Strong ability to clearly communicate and explain rules and regulations
Good understanding of the ESA legal and regulatory framework

Education

A master’s in law is required for this post.

Additional requirements

You should also display:

  • meticulous attention to detail and a high degree of accuracy acquired through substantial experience in the aforementioned duties or in industry/public administration.
  • excellent communication abilities, both verbal and written, related to guidelines and actions, demonstrating analytical and synthetic proficiency.
  • analytical skills and significant experience in legal research and analysis.
  • the ability to grasp and adapt rapidly to the specific context of ESA, its multicultural environment and its IT applications.
  • commitment, reliability and a proactive attitude coupled with a high degree of autonomy in resolving issues and meeting deadlines.
  • very good planning and organisational skills, with the capacity to efficiently manage multiple tasks in parallel.
  • discretion and integrity.

The following would be considered an asset:

  • Certification in personal data protection from a recognised tertiary or professional institution;
  • A professional qualification in public procurement.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

In accordance with the European Space Agency’s security procedures and as part of the selection process, successful candidates will be required to undergo basic screening before appointment conducted by an external background screening service.

 

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
