OBJECTIVES OF THE PROGRAMME
The WHO Country Office in Ukraine currently operates within a dual mandate of addressing immediate health emergencies while contributing to long-term health system recovery and reform. Building on the mission of WHO’s Health Emergencies Programme, which aims to strengthen national capacities to manage health risks, the office also plays a strategic role in supporting Ukraine’s broader transformation agenda which includes aligning interventions with the WHO Country Cooperation Strategy (CCS) 2024-2030 and ensuring coherence with both the European Programme of Work and WHO’s Thirteenth/Fourteenth General Programme of Work (GPW13/14). WHO Ukraine contributes to this vision by facilitating timely, coordinated responses to crises while also supporting health system recovery & reforms. Through its integrated programming, WHO leverages its technical and normative expertise to help ensure that immediate needs are met while laying the groundwork for sustainable improvements. Accurate and timely reporting of these interventions remains essential for keeping partners, donors, and external stakeholders informed and engaged in the collective effort to strengthen health outcomes in Ukraine.
DESCRIPTION OF DUTIES
1. Collaborate with the emergency team and relevant stakeholders to support the development of funding requests, implementation plans, and basic risk identification related to implementation or capacity.
2. Draft donor proposals and reports, ensuring that submissions meet content and deadline requirements.
3. Support communication with donors and partners to identify overlaps or opportunities for better alignment and complementarity of funded actions.
4. Provide input into the preparation of grant budgets, ensuring they are realistic and aligned with funding requirements.
5. Maintain regular communication with donors and partners to respond to queries and provide updates as needed.
6. Collaborate with other team members to establish reporting timelines and tools that help ensure timely submissions and better internal follow-up.
7. Assist in tracking donor contributions and updating internal systems or monitoring sheets as required.
8. Support the review and compilation of reports and other submissions related to grant-funded activities.
9. Assist in monitoring implementation and bring attention to issues such as delayed spending or under-implementation.
10. Ensure all work is done in line with WHO and donor guidelines, with appropriate documentation and approvals in place.
REQUIRED QUALIFICATIONS
Education
Essential: First University degree (Bachelor`s level) in business administration, international development or international relations, social sciences or related fields.
Desirable: Studies in Logical framework analysis, communications, and programme management.
Experience
Essential: At least 2 years’ experience in a donor reporting role with international exposure, including, project or grants management or related field emergency health response relief operations.
Desirable: Experience UN agencies as well as experience in developing/emergency countries.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 55,163 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1306 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
